We are presently identifying candidates for a Police Collaborative Community Security Advisor (CSSA) to work with International Narcotics and Law Enforcement (INL) in San Jose, Costa Rica on the Central America Regional Security Initiative (CARSI) contract. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.

The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of Policing, Corrections, Specialty, IT, and Administrative roles. Requirements and Skill Qualifications for the Police Collaborative Community Security Advisor (CSSA) are as follows:

English FSI level 4/4
Spanish FSI level 4/4
A Bachelor’s degree in a related field from an accredited institution within the field of criminal justice, criminology, law, management, administration, education, or special certifications/qualifications making the candidate an SME in Community Policing.
Five (5) years of demonstrated experience in management roles that include strategic planning, resource management, budgeting, oversight and evaluation and active management of law enforcement operations.
Seven (7) years of demonstrated experience in community policing, two of which must be in the past 5 years.
Demonstrated experience in managing program resources.
Demonstrated excellent English verbal and written skills.
Demonstrated excellent Spanish language communications skills.
Demonstrated ability to work independently on projects and issues within overall policy guidelines.
Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives; as well as with local community members and groups.
Demonstrated proficiency in Microsoft Office Suite.
Demonstrated ability to motivate and coordinate with the police and NGOs.
Demonstrated ability to prepare accurate, persuasive and concise written material for a variety of audiences.
Demonstrated extensive training experience in the area of Community Policing and Crime Prevention.
Demonstrated experience in preparing well-written reports.
Preferred—
Demonstrated experience working and/or coordinating with other relevant U.S. government agencies and host nation entities.
Demonstrated experience working in international police development and reform. 

Responsibilities:

Works closely with the US Embassy INL/Costa Rica PSC Police Advisor, the Citizen Security Program Specialist (CSPS), Contracting Officer (CO), and Contracting Officer’s Representative (COR).
Maintains open, timely and effective communications with the CSPS and INL/Costa Rica Police Advisor on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
Keeps the INL PSC Police Advisor and INL Section informed of his/her activities through a Travel/Engagement Form and report on all travel activities in the Monthly and Quarterly Reports.
Works directly with the INL/Costa Rica Police Advisor and CSPS as a subject matter expert in community policing to strengthen police reform areas supported by the INL/Costa Rica Community Collaborative Security (CCS) program.
Assists in the coordination of program development, implementation, and reporting with other Costa Rican entities, INL advisors, and other advisors or contractors working for the INL program in Costa Rica and as appropriate, throughout the region.
The position is located in San Jose, Costa Rica
Travel throughout Costa Rica and other international locations may be required.
Provide subject matter expertise and assistance to the GOCR and INL/SJ in the continued development of the CCS program.
Enlist the cooperation of other interested donating parties to work closely with the program and support and advise INL/SJ efforts to assist the GOCR in the development of Model Police Precincts as part of the CCS program.
Assist in planning, coordinating, and implementing complex and multi-faceted public involvement, public participation, citizen involvement, educational programs, activities and events to support the CCS program goals and objectives.
Draft papers and documents related to the INL/SJ CCS projects for approval by the CSPS and Police Advisor. (The INL/SJ Director being the final approver).
Review the organizational and operational capacities of the GOCR, including National police and municipalities. In consultation with the CSPS and Police Advisor, develop an assistance plan that will promote effective community policing practices.
Work with the FPCR to establish collaborative partnerships between the GOCR and the individuals and organizations they serve.
Assist the GOCR to develop best practices to oversee, coordinate, and administer educational and development classes/programs for various community organizations and schools.
Assist in the initiation, coordination, and implementation of a neighborhood crime watch program in select communities.
Assist the GOCR to implement, oversee, and coordinate best practices for achieving the goal of violence prevention and reduction of drug use.
Assist in the design and execution of the CCS Work Plan in collaboration with INL/SJ, NGOs and GOCR agencies.
Assist in the preparation of quarterly and annual progress reports regarding each cantonment (precinct) project, as well as an annual strategic plan for the CCS project.
Attend meetings with U.S. and host government officials as requested, including the regional working group meetings.
Suggests avenues for mid-course correction if a program is not achieving its goals.
Keep the CSPS, INL/SJ Police Advisor, and other U.S. personnel, as appropriate, informed and briefed on all matters relating to project activities.
Assist in planning and coordinating meetings with representatives, community groups, and authorities to conduct effective community policing, prevention, gang and violence, and problem oriented policing programs with community and government leaders.
Assist in the development and administration of surveys that assess the impact of the above programs, include the use of control groups and present statistical information that identifies the level of impact.
Assist in the planning and implementation of innovative activities to enhance public involvement in crime prevention, information sharing, and community organization.
Prepare Weekly and Monthly activity Reports relating to Crime trends, Crime Prevention, and Community activities.
Prepare progress report in English of the meetings, seminars, and other programs conducted with the Municipal Police.
Travel with or without INL CSPS and Police Advisor to various sites in Costa Rica to evaluate the progress of the CCS Model, and ongoing crime prevention and intervention programs and efforts.
This position requires a work plan.
This position is located in San Jose Costa Rica.
MONTHLY: Provide a summary of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data.
QUARTERLY: Quarterly Reports, quantitative data, an analysis of program trends, and an update on progress toward INL’s desired outcomes and impact goals, noting challenges, successes, future plans, and recommendations to INL. 

ANNUALLY: The candidate shall provide an annual report. This report shall be a summary of the last year, specifically an estimate of progress toward reaching the goal of turning over responsibility to the GOCR. It should also detail the results of each projected output, outcome, performance measurement, and impact.
