These position is located in the United Nations Mission in Iraq , Baghdad. The Security Officer FS-4 reports through OIC of Administration Unit to Chief Security Officer , on all related security operations and administrative matters.
Responsibilities
Within limits of delegated authority, the Security Officer, FS-4, may be responsible for the following duties:
• Monitors prevailing local security conditions and trends and advises UN personnel, project personnel and eligible dependents on security issues;
• Serves as a member of the Security Cell, contributing to implementation and evaluation of the security plan;
• Contributes to security risk assessments for the area of operations;
• Monitors, conducts or coordinates security operations;
• Maintains continuing lines of communication with security focal points and other UN or non-UN stake holders;
• Assists senior Officers in briefing to the PSA/DPSA on the status, activity and requirements of the unit;
• Ensures that fire prevention devices and fire-fighting equipment are available on the premises; Maintains fire evacuation plan and conducts fire drills and training as necessary;
• Conducts routine physical security inspections of facilities;
• Assumes responsibility for guard force management; Monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities; implements security arrangements;
• Provides advice and training to UN personnel and eligible dependents on security matters, as assigned;
• Investigates security-related incidents involving UN personnel, project personnel or eligible dependents;
• Contributes to the identification of gaps in existing capability and make recommendation for amendment where necessary;
• Assists in planning of protective services for Senior UN Officials, as necessary;
• Prepares Statements of Requirement and provides technical specifications for the procurement of section security equipment;
• Monitors Security equipment and ensures minimum equipment requirements are purchased, maintained and deployed in accordance with relevant policy;
•Initiate, review, process and follow-up on actions related to the administration of the unit’s human resource activities, e.g., recruitment of staff and consultants, placement, promotion, relocation, performance appraisal, job classification review, separation of staff members, training, etc…, ensuring consistency in the application of UN rules and procedures.
• Respond to enquiries and provide information and advice to staff regarding their entitlements, administrative procedures, processes and practices, conditions of service, duties and responsibilities, and entitlements under the Staff Rules and Regulations.
• Oversee the maintenance of the mission vacancy announcement files and keep track of status of all current vacancy announcements; ensure that recommendations regarding changes in contractual status of staff comply with established procedure and policy; convene rebuttal and recourse panels; prepare documents for promotion, special post allowance, review of entry level and within grade allowance panels.
• Maintain and monitor the mission staffing table and prepare relevant statistical data and charts as required.
• Draft routine correspondence to respond to enquiries in respect to relevant administrative and personnel matters; schedule meetings and appointments; maintain files of administrative instructions and other rules and regulations; provide guidance and training to other administrative assistants.
• Performs other duties as required.

Education
• High school diploma or equivalent technical or vocational certificate;
• UN DSS certification in any of the following is an asset: Security Certification Program, Security Analysis Practice and Process, Hostage Incident Management, Close Protection Officers Course, Security Investigation.

Work Experience
A minimum of six years with high school diploma of progressively responsible experience in the military, police or security management is required; of which
• A minimum two years of experience in security operations centres or similar within a military, police or security organization is required; and
• At least one year experience and exposure at the international level and in a conflict or post conflict environment is required.
Proven experience in the handling and use of firearms is required.
• Desirable experience: security operations, security risk assessment, standard operating procedures, physical security, coordination with local authorities and law enforcement agencies, emergency communication system, crisis management, hostage incident management, security administration, security logistics in a post-conflict environment, security staffing in post-conflict and multicultural environment.
