This position is located in the African Union - United Nations Mission in Darfur (UNAMID), El Fasher. Under the overall supervision of the Chief Security Advisor (CSA), the Associate Field Security Coordination Officer P-2, reports to a Field Security Coordination Officer (FSCO) on all security operations as assigned.
Responsibilities
Within limits of delegated authority, the Associate Security Coordination Officer, P-2, may be responsible for the following duties:
•Supervises a Security unit, as assigned by the CSA/CSO or equivalent;
•Prepare, conduct and maintain updated SRAs for the Team Site, Agency Funds and Progarmmes (AFP) facilities and activity specific SRAs as needed;
•Serves as member of the Security Cell;
•Develops and implements Security Standard Operating Procedures (SSOP);
•Prepares, develops, updates, implements and ensures that there are functioning and effective security and contingency plans, as required;
•Establishes lines of communication with security focal points, other UN personnel, Host Government authorities, and representatives of Military and Civilian Police components to plan and review security related matters;
•Provides training and advice on security matters, as required;
•Prepare and maintain an updated Security Plan including contingency plans for the Team Site in accordance with UN security guidelines;
•Establish security coordination/liaison with the local GoS authorities, as well as the different movements operating in the AOR. Develop good contacts with national law enforcement agencies, with a view to obtain the best possible protection for staff members deployed in the Team Site as well as UN staff on mission;
•Acts as a member of a Crisis Management Team in crisis situations, ensures crisis preparedness and timely coordinate emergency and crisis situations response;
•Coordinate advice and recommend to the Team Site Commander on all aspects pertaining to UN security management, crisis readiness and preparedness at the respective AOR.
•Conduct periodic assessment and surveys on MOSS and MORSS at the Team Site, AFP sub offices and staff, recommend and advice on compliance of the same, follow up and report to the Sector Security HQ:
•Undertake regular field visit coordinated with the TS PKF to assess the security situation in the AOR and submit report to the Sector Security HQ:
•Maintain an updated list of all staff in the Team Site, including all the details of visiting mission and consultants with the central SIOC Database
•Supervise the emergency communication system (ECS) and Radio Checks of all persons under the responsibility of the UNSMS in the Team Site.
•Identifies gaps in existing capability and makes recommendation for amendment where necessary.
•Monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities; Coordinates implementation of security arrangements by the guard force management, as recommended by the security risk assessments;
•Participates in the development of Principal Security Risk Assessment and implements recommended mitigating measures; assist delivery of protective services for Senior United Nations Officials or visiting VIP’s as necessary;
•Performs as Duty Officer in the Security Information and Operations Centre;
•Performs other duties as directed by the Chief Security Advisor or delegated authority.
