General Minimum Requirements
The general minimum requirements for working with the OSCE are:

Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission

Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:

Officer / Warrant Officer training and/or university degree in a relevant technical field

Significant experience in arms control, peace-keeping operations and/or other relevant areas of military-related affairs
Experience in negotiations and liaison with governmental and military authorities
Ability to compile and analyse information of a political-military nature

Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:

Education:

First-level university degree in foreign relations, public administration or/and security, disaster or/and emergency management, law enforcement, or other relevant fields, or graduate from a national military or police

Experience:
Minimum 6 years of relevant professional experience


Mission Specific Requirements
Additionally, this particular post has specific requirements:


Mandatory:

At least six years of progressively responsible professional experience in a related field, preferably in an international environment or/and within operational missions with humanitarian mine action, commercial mine action;
Experience in designing and implementing awareness campaigns and risk reduction activities tailored for diverse target groups (including children);
Experience in project management, including finance, planning, implementation, monitoring, evaluation/controlling and reporting;
Knowledge and/or experience in International Legislation on mine action, including: in International Mine Action Standards (IMAS), in Information Management for Mine Action, in Technical/Non-Technical Survey; Quality Management in Mine action; Land release process; Mine Risk Education and outreach activities; in Geographical Informational System (GIS);
Significant experience related to mine action, arms control, identification of munitions, peace-keeping operations and/or other relevant areas of military-related affairs (demining, mine clearance, mine awareness, marking and mapping, etc.);
Demonstrated experience/ability to conduct training in a field environment;
Excellent analytical, diplomatic and negotiation skills;
Understanding of the challenges in Ukraine facing in Mine Action;
Professional fluency in the English language and the ability to draft documents clearly and concisely;
Willingness to travel to hazard areas of the Mission;
Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity;
Demonstrated ability to design and implement social survey and research, and experience in the analysis of quantitative and qualitative data;
Ability to operate Windows applications, including word processing and e-mail; knowledge of additional applications especially related to mapping (Google MAP, ArcGIS Map) is an asset.


Desirable:

Working knowledge of the Ukrainian and/or Russian language(s);
Experience in working in Eastern Europe and/or knowledge of the region;
Knowledge of the OSCE principles and commitments;
Ability to drive 4x4 vehicles and holding a C driving license.


Tasks and Responsibilities
The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a non-family duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Under the general direction and co-ordination of the Deputy Head of Operations of the SMM and the immediate supervision of the Senior Mine Action Officer, the Mine-action Outreach Co-ordinator will be tasked and responsible for the following duties:

Providing support to Senior Mine Action Officer and advising on mine action issues contained in the Minsk agreements and related tasks to the Mission as they pertain to the OSCE Special Monitoring Mission to Ukraine's (SMM) mandate and role;
In co-ordination with the SMM Learning and Development Unit and Press and Public Information Unit, developing and managing the Mine/Explosive Remnants of War (ERW) Awareness and Mine Risk Education outreach programme for the Monitoring Teams (MTs) and civilian population in mine-affected areas;
Establishing Training/Outreach Plan, and organizing and delivering the training sessions for SMM's staff, and/or civilians on Mine/ERW Awareness, Mine Risk Education, to raise awareness about operating in areas with unexploded ordnance, mines and related dangers; ensuring that Mine Awareness/Mine Risk Education training curriculums are Mission-tailored, gender mainstreamed and age-tailored to fit the SMM requirements and to minimise risk to those most vulnerable;
When applicable, designing Standard Operating Procedures related to the delivery of Mine Risk Education sessions. Developing and implementing an emergency response program, including the identification of target groups, taking into account age and gender perspective and the preparation of necessary educational materials;
Co-ordinating mine action activities to support efficient and effective implementation of the Minsk agreements and related tasks;
Ensuring the provision of updated information on mine-contaminated areas to the SMM, including digital maps of the hazardous areas and database in general;
Designing and implementing evidence-based research exercises to ensure programme quality and impact monitoring, analysis of common data sets and desk-top research;
Representing the OSCE SMM at relevant workshops/meetings related to Mine Risk Education or to Mine Action in general, including on implementation of UNSCR 1325;
Acting as the deputy Senior Mine Action Officer as and when directed;
Traveling within Ukraine, including hazardous areas;
Performing other duties as assigned and when required.
