We are presently identifying candidates for a Law Enforcement Advisor to work with International Narcotics and Law Enforcement (INL) in San Salvador, El Salvador on the Central America Regional Security Initiative (CARSI) contract. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.

The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of Policing, Specialty, IT, and Administrative roles. Requirements and Skill Qualifications for the Law Enforcement Advisor are as follows:

U.S. Citizen
Bachelor’s Degree in Criminal Justice or related field from an accredited institution and 15 years of federal, state and/or or local law enforcement work experience.
Five (5) years of demonstrated work experience at a management- level position, particularly in the areas of law enforcement program management, training, and problem-solving methodologies.
Five (5) years of demonstrated second-line (or higher) supervisory/management work experience at a precinct or equivalent law enforcement entity in a mid-size or larger municipal jurisdiction with a population of 200,000 or more. Some experience must be in a local city police department where building community relations was important.
Five (5) years of demonstrated law enforcement work experience in Latin America to include a minimum of three years working on an Embassy Staff.
FSI level 3/3 Spanish, FSI level 4/4 English.
Demonstrated communications and liaison skills appropriate for work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.
Ten (10) years of demonstrated experience in managing program resources, including project planning, project analysis, project design, project implementation, and project monitoring and evaluation.
Proficient in Microsoft Office Suite
Physically able to work and travel in the region, including to remote/rural areas.
Willing to work in highly hazardous work environments where verbal and physical threats from criminal elements are likely present.
Knowledge and work experience in decentralized decision-making, involving flattening the hierarchy of entities, increasing tolerance for risk-taking in problem-solving efforts, and allowing officers to use their discretion in responding to calls.
Knowledge and work experience with U.S. government regulations, standards of conduct, and ethics.

Responsibilities:
This position requires a work plan.
This position is located in San Salvador, El Salvador. Travel within El Salvador and some international location is required.
Provides technical law enforcement expertise, technical assistance, and training on behalf of INL in support of host-nation efforts to improve investigation, apprehension, and prosecution of crimes.
Assists INL to coordinates program development, implementation, and reporting with other El Salvadoran entities, INL anti-gangs advisors, other advisors or contractors working for INL EL Salvador and as appropriate, throughout the region.
Conducts field observations of the Salvadoran National Police team and the attorney general’s office (AGO) but will not directly involve him/herself in police operations and will take all necessary precautions to remain well away from the site of any operation where there is a heightened risk to safety.
Serves as the on-site expert, Assists INL to support law enforcement and AGO capacity enhancement programs, police reform, and police training programs—all with the stated objective of assisting the National Police of El Salvador (PNC) to implement "best practices" for reducing crime and violence within targeted communities.
Assists INL to coordinate programs with all INL advisors, other U.S. law enforcement agencies at post, and command- level officials in the PNC and AGO.
Provides technical and subject matter law enforcement expertise, mentoring, advice, policy guidance, and training on behalf of INL in support of host-nation law enforcement efforts and reduce crime and violence within El Salvador.
Participates in strategic planning and development of INL projects in support of host nation law enforcement efforts.
Supports projects and provides technical and subject matter expertise on a number of different assignments to various stakeholders.
Performs complex analysis, produces written products, develops and monitors budgets, and assists INL to define programmatic requirements is essential to this position.
Reviews the organizational and operational capacities of the various elements of the AGO and PNC, including its working relationships with the Ministry of Public Security and Justice, the Supreme Court, Attorney General, and the Security Council.
Assists INL to develop a plan of assistance that will promote effective policing practices.
Fosters collaborative partnerships in the community among the PNC, AGO, citizens and organizations to develop solutions and increase trust with the police.
Assists INL to initiate and coordinate neighborhood crime watch programs.
Assist INL and the AGO and PNC to develop best practices to implement, oversee, and coordinate activities to achieve crime reduction.
Assesses the training needs of the AGO and PNC and propose training options for improving the tactics, techniques and procedures of host nation justice sector agencies.
Assists INL to ensure INL projects are executed in accordance with the objectives and terms established in the Letters of Agreement, the INL Country Plan, and similar documents.
Assists INL with the procurement of technical services, training, and commodities, and the monitoring of procurement actions, including drafting source-origin waivers, solicitations, statements of work, and performance specifications.
Contributes to the monthly CARSI cable and prepare quarterly and annual progress reports on the projects assigned and corresponding budget execution.
Prepares an annual strategic plan for police and other justice sector agencies focused on rule of law reform, and update as needed.
Attends meetings with U.S. and host government officials as requested, including regional working group meetings.

Provides the following reports as deliverables:
Monthly: Provide a summary of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Report on scheduled upcoming meetings, trainings, and other activities, outlining dates and participants (due the second Tuesday of each month).
Quarterly: Quarterly Reports, including compiled monthly report quantitative data, an analysis of program trends, and an update on progress toward INL’s desired outcomes and impact goals, noting challenges, successes, future plans, and recommendations to INL. Due within 30 days of the close of the reporting quarter.
Annually: Provide the INL an End Year Summary of the last year and an estimate of progress toward reaching the three year goal of turning over responsibility to the host government, and an annual report detailing the results of each projected output, outcome, performance measurement, and impact.
Within the first two months of award, under the direction of the INL Coordinator, the LEA shall draft a training plan that makes recommendations for training requirements in the areas of criminal investigations, fugitive location and capture, operations planning, risk mitigation, use of force, and respect for human rights.
Provides to INL the draft Training Plan and a proposed budget.
Provides case-based mentoring to the Salvadoran National Police that will reinforce the formal training in the areas of investigation analysis.
Where appropriate, the LEA will also mentor prosecutors, judges, and other relevant interlocutors who come into contact with the team.
Within three months of award the LEA will conduct an assessment on the AGO and PNC capabilities/capacity in the areas of criminal investigations and police procedures. The LEA shall develop a plan with time-lines and projected funding needs that outlines actions necessary to increase the capacity in these areas to a level that will allow the host government within the next two years to successfully conduct investigations without outside assistance. Present this Capacity Enhancement Plan to INL Coordinator.
Within three months of completion of the Capacity Enhancement Plan above, working with INL staff, complete a Procurement Plan by making recommendations and providing required documentation such as specifications, cost estimates, and market research concerning equipment and supplies needed to enhance host government capacity to meet program objectives. Provide the Procurement Plan with an Equipment/Supply List for the project to INL, listing recommendations in these areas.
Within one month of completing work on the Capacity Enhancement and Procurement Plans, merge these together by working with the INL Coordinator to finalize this three year plan, prepare the final document and provide it to the INL Coordinator, and provide assistance to the host government to enable them to achieve each phase of the plan.
