Job Description:
Under the line management of the Head of Mission, and coordinating closely with the Senior Operational Advisor, both based in Erbil, the Security Coordinator will be responsible for the security management of HI's office and interventions from Baghdad; as well as supporting the overall security framework of the mission; including the development of comprehensive tools, policies and Standard Operating Procedures where required.
General mission: Support the Head of Mission in the management of the safety and security of the Iraq mission, with a specific focus on Baghdad and central Iraq.
Main Responsibility:
1/ Security and Safety management – Baghdad and Central Iraq:
Conduct ongoing analysis of the political and security context
Support the Baghdad Field Coordinator in the analysis of security issues and on the implementation of security procedures
Provide security support and advise to the establishment of the Baghdad base and operations implemented out of Baghdad
Safety assessments of premises in Baghdad and focal point for issues relating to staff safety on the base
Provide continued support and on-the-job training to the national Security and Liaison Manager
2/ Security and Safety Management - Mission level:
Draft any required mission-level security documents, or adapt those produced at Baghdad base level to meet the requirements of the mission as a whole, in collaboration with the Head of Mission and the country-level Senior Operational Adviser
Develop training packages on safety and security plans/SOPs and related security management issues
If required, support the mission security team in conducting security assessments of new areas of intervention
Responsability for issues relating to staff safety
3/ Representation and Coordination (Baghdad), in coordination with the Field Coordinator
4/ Reporting and preparing briefings on security and context issues

SPECIFICITIES:
The expatriate will be based in Baghdad, with travel to Erbil and governorates of intervention, including Diyala, Kirkuk, Ninewa and Anbar. Accommodation in Baghdad will be in a shared office/guesthouse, initially with limited expatriate presence.
Movement within Baghdad is subject to tight security restrictions and a curfew; however there are some limited opportunities for leisure (restaurants, hotels).
The candidate will be expected to visit Erbil every 4-6 weeks for coordination-level meetings, which can be combined with weekends in Erbil.
QUALIFICATIONS:
• A Bachelor degree in Political Science, International Relations, Security Management. Middle Eastern Studies, Humanitarian Assistance or another relevant subject, is mandatory. A Master’s degree in any of these fields is a strong asset
• A recognized security management qualification and/or a first aid/safety qualification
• A qualification in trauma first aid is an asset
EXPERIENCE:
• At least 3 years of professional experience in security management and/or context analysis in insecure environments, preferably with humanitarian INGOs
• At least 2 years of professional experience in a contemporary conflict context in the Arab world (Syria, Iraq, Yemen and/or Libya)
• Experience in providing professional briefings and trainings including ToT training
• Additional professional years in project, program and/or base management in different humanitarian settings and different intervention sectors are a strong asset
COMPETENCIES:
• Proven experience in producing quality reports and documents, including maps
• Knowledge of English (oral and written) is mandatory
• Strong IT skills, including the use of different communication devices, computers, GPS and mapping software
• Effective communication, analytical and problem solving skills
• Knowledge of Arabic (Levantine dialect, oral and written) is a very strong asset
PERSONAL QUALITIES:
• Strong interpersonal and intercultural skills
• Ability to work in a multicultural environment and in a multidisciplinary teamwork
• Ability to work under high pressure, in a flexible way
• Ability to work in a tense context with strict security measures

CONDITIONS:
• Length of the contract: 8 months
• Salary from 2750 € (gross) / month regarding the experience of the candidate
• Per-diem: 501€/month net
• Hardship allowance: 500€/month net
• Insurances: medical health coverage, retirement planning, repatriation
• Paid holiday: 25 days per year
• R&R: 5 days every 3 months
