This position is located within the Security Section in the United Nations Support Mission in Libya (UNSMIL). The position is located in Tripoli, Libya (Tripoli is classified as a Hardship "E" duty station and a non-family duty station). The incumbent (CSO) reports directly to the Chief Security Adviser (CSA, Libya). The incumbent shall be accountable and responsible for all operations related to the security and safety of UNSMIL personnel, eligible dependents and properties in all duty stations of Libya in accordance with the terms outlined in the Responsibilities. Functional responsibility for security rests with the Department for Safety and Security.

UNSMIL's mandate as renewed in SC resolution 2434 of 13 September 2018 includes, as an immediate priority, support to the Libyan political process, as well as the undertaking of: (a) support to key Libyan institutions; (b) support for the provision of essential services and delivery of humanitarian assistance; (c) human rights monitoring and reporting; (d) support for securing uncontrolled arms and related materiel and countering their proliferation; and (e) coordination of international assistance, and provision of advice and assistance to GNA-led efforts to stabilize post-conflict zones.

Responsibilities

The CSO is responsible to the CSA to ensure the smooth and efficient functioning of the UNSMIL Security Section. The incumbent is also responsible to support the CSA in ensuring the safety, security and well-being of the UNSMIL in Libya. The CSO may undertake the CSA’s responsibilities when the CSA is not in-country.

Within delegated authority, the Chief Security Officer is responsible for the following duties:
•Reviews and monitors activities related to preparation and submission of security plans for the mission area including all aspects related to elaboration, development and updating of the plan and, if necessary, its implementation.
•Performs as Chief of the Security Section of the mission.
•Advises the Chief Security Adviser (CSA) with regard to all security-related matters and participates in discussions and development of policies and procedures for security operations, contributing inputs related to assigned areas of responsibility.
•Establishes lines of communication with security focal points and all other agencies involved in UNSMIL to ensure maximum security coordination.
•Serves as member of the Security Cell contributing to planning, implementation, evaluation of effectiveness of security and other plans and other aspects of security and mission operations.
•Maintains continuing awareness of prevailing local security conditions, identifying probable threats and advising UN staff, project personnel and dependents to follow appropriate preventative steps through the CSA.
•Establishes, tests and maintain all contingency plan.
•Monitors and evaluates the physical security measures at all locations within the Mission.
•Evaluates effectiveness of prevailing fire safety measures in effect in assigned areas of responsibility, including fire prevention devices, fire-fighting equipment, and evacuation plans.
•Determines need for, and provides training and advice to UN staff and dependents on all safety and security matters.
•Supports the CSA in maintaining dialogue with local authorities and international institutions on a broad range of security issues including for coordination of efforts in the event of natural disasters.
•Ensures availability of emergency communications by making periodic checks to determine if system is functioning properly. Arranges for necessary repairs or adjustments.
•Establishes procedures for and supervises investigations and reporting of accidents involving UN vehicles and investigation of security-related incidents involving UN staff members, project personnel or eligible dependents.
•Assumes responsibility for guard force management, as assigned.
•Conducts and supervises security training in such subjects as the security management system, responsibilities of Area Coordinators and Wardens and personal security awareness.
• Performs other related duties as required.

Competencies

•Professionalism: Knowledge of security management combined with solid background of military or other security specialization and some political and social knowledge of country of assignment. Experience in operating in peacekeeping and/or SPM missions. Solid background and demonstrated experience in dealing with multi-military guard force. Ability to deal effectively with stress factor when encountered in security management. Ability to apply technical skills to understand and consolidate the varying specializations such as electronics, communications, mechanics, explosives and other sophisticated devices encountered in security system management. Education

Advanced university degree (Master’s degree or equivalent) in security management, business administration, political/social science, psychology, international relations or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in security management is required. Of these, a minimum of 2 years of international experience in security management systems, as well as at least 2 years of international experience in high-risk operation, UN peacekeeping and/or SPM with multi-dimension context is required. Experience working with host countries and other authorities on security matters is required. Previous experience in other international organization is desirable. Experience in a security environment dealing with different armed none-state actors is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position fluency in English (both oral and written) is required. Knowledge of Arabic is desirable.Assessment
