Overview


Reporting to the Chief of Party, the Security and Logistics Officer (SLO) will provide safety and security services to the South Sudan office. This is a high profile, politically sensitive task in a diverse environment based in Juba office. The SLO will work with a security firm in the development and implementation of the Safety Security Emergency Management Plan (SSEMP). S/he is directly responsible for the operational planning, movement, and safety of all Jhpiego staff. S/he will direct drivers conducting protection duties for SPPHC Project personnel in transit, at venues and provides safety, security and logistics support within the project. S/he will ensure the effective management of the satellite phones and devices, vehicles, drivers, and security plans. S/he is responsible for gathering information and intelligence and applying the security picture to operations. S/he provides security and incident management advice and assistance as required and is ultimately responsible for the conduct and administration of all SPPHC project security personnel in the South Sudan office. S/he is also responsible for the safety and security of any visitors to the Juba office. S/he leads in ensuring procurement for the project is done in a timely fashion and following the policies and procedures of both Jhpiego and the Republic of South Sudan.
Responsibilities

Continuous Risks Analysis of the South Sudan office, areas of operation, venues and transit routes
Development and implementation of mitigation measures and review of Standard Operating Procedures in line with Risks Analysis
Development of contingency plans and procedures
Briefing of SPPHC Project staff as required, including security awareness training
Training of SPPHC staff in line with RSM Direction.
Maintain current operational situation 24/7


Conduct immediate risk assessment and instigate initial response to security or safety related incidents involving SPPC Project staff.
Member of South Sudan office crisis management team
Provide advice and assistance to RSM in formulating and implementing coordinated joint response to crisis and emergency scenarios
Establish and manage routines, systems and personnel to ensure the effective management of operations
Direct shift patterns and driver tasking process and make recommendations for improvement
Ensure a pre-planned safety and security training program is produced and implemented to maintain safety and security standards
Collate task records
Produce a formal Weekly Report
Maintain information links and networks to provide a detailed information picture for South Sudan office.
Link with project staff to anticipate logistical needs and concerns and address them in a timely and appropriate fashion.
Responsible for smooth implementation of and adherence to logistic and security procedures.
Ensure proper functioning of supply chains including procurement planning, purchasing, transport, storage.


Required Qualifications

Minimum Bachelor’s degree in Administration or safety security or risk management.
Minimum seven years’ experience in safety, security and risk management in a complex security environment.
The candidate will ideally be a former security company Project or Operations Manager with recent experience
The candidate will be able to communicate in English and local language (verbal and written to a level where coherent reports can be produced)
A qualification in safety, security or risk management would be preferable
Demonstrated work experience in safety and security management in South Sudan.
Recommendation from a previous, similar role in safety, security or risk management
Connections within the local security infrastructure
Maintain high standards of personal fitness and professional presentation
Ability to multitask and deal with stressful situations.
Well organized and excellent communication skills.
