Peace and Security Centre

The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible for administering, providing support and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Head of Cluster who has the overall authority and accountability for the performance of the Peace and Security Cluster on behalf of its clients.

The Mine Action Office in South Sudan is based in Juba and it supports the United Nations Mission in South Sudan (UNMISS) as well as the national demining authorities in coordinating Mine Action activities in South Sudan.

Functional Responsibilities

Under the direct supervision of the UNMAS Chief of Operations (CoO), the (MRE) Ops/QA Assistant shall perform the following functions:
Assist in providing data to the operations team for planning and prioritizing of MRE activities.
Assist in MRE Needs Assessments, and preparation of MRE task orders.
Coordinate MRE and Community Liaison (CL) activities and support National Mine Action Authority (NMAA) by planning and co-chairing MRE Working Group meetings.
Assist in monitoring of community liaison activities implemented by UNMAS contracted teams and ensures contract compliance in terms of CL deployments.
Provide support in planning & coordination of accreditation or reassessment of MRE and Community Liaison teams.
Provide assistance in coordination of regular field visits to MRE and CL teams and provide support to the teams conducting the external quality assurance through collection of data and report back to the operations
Organize and maintain up to date accreditation records and other files related to MRE/CL activities.
Assist in providing relevant data to the planning team for the Mine Awareness days.
Attend Mine/Explosives Remnants of War (ERW) victim Assistance (VA) events and coordination meetings.
Provide support to conduct regular review and update of MRE National Technical Standards and Guidelines (NTSG).
Assist UNMAS CoO during review of MRE Standard Operating Procedures (SoP) and preparation of MRE SOP documents to be submitted for approvals.
Assist the operations team to identify training needs for the implementing partners for the purpose of capacity building and sustainability for the achievement of the project objectives.
Provide input in coordination with public information branch for the MRE/VA public information campaign.
Maintain contacts with International Non-Governmental Organizatio (I/NGO) implementing partners at state/local levels.
Represent UNMAS at MRE/VA technical meetings and workshops as needed to take notes and report back to the CoO.
Assist in preparation and maintenance of MRE work plans and filing records.
Perform other tasks as assigned by UNMAS CoO.

Requirements

Education

Secondary (High School) Education is required with five (5) years of relevant experience OR
First Level degree (Bachelor’s degree or equivalent) in social sciences, education or any other relevant field with an additional one (1) year of relevant experience is required.

Experience
Relevant experience is considered as experience in Mine Risk Education, programme operations, community-based education, training or capacity building.
Experience in the usage of computers and office software packages (MS Office, PowerPoint, Excel) and experience in handling of web-based management systems is desired.
Experience working with UN/UNOPS rules and regulations is desired.
Experience working in a multi-national /cultural environment is desired.
Experience in planning & organizational skills desired.
Experience working in a multi-national /cultural environment is desired.

Language
Fluency in English (speaking, writing and reading) is required.
