South And Central America Law Enforcement Program Manager (Spanish Speaker)

We are lookieg for a program manager to support a law enforcement training and advising project in South and Central America. The Program Manager assists the Contractor in providing a full range of support to the day-to-day operations of the project and supporting the PMO. Such support includes: travel and accommodation support, deployment, recruitment, security background investigation clearance, logistical support, medical support, morale, welfare, and recreational activities; and contingency plans for emergencies. The Program Manger shall follow all established hiring policies and procedures for the position. Because the Program Manager likely shall become party to law-enforcement-privileged and Department of State information during the course of supporting the project, an MRPT or security clearance is required.

Duties and Responsibilities
The duties and responsibilities of the Program Manager shall include, but not limited to:
Handle day-to-day operations of the Task Orders.
Promote coordination and facilitate communication between INL and various central and South American Governments.
Maintain the communications with instructors and advisors.
Manage training, travel and accommodations of the Instructors on Task Order. •Responsible for collecting and verifying time sheets / hours worked by Instructors
Provide any support to deployments, and provision of medical support to Instructors, Advisors, Support Personnel and others including planning for and facilitating emergency medical evaluations.

Minimum Qualifications

The minimum qualifications of the Program Manager are:
Project Management Professional Certified (PMP)
Two (2) years of experience working overseas or in a remote or difficult environment, preferably in South or Central America
At least two years experience as a program manager running an overseas law enforcement or security cooperation program
At a minimum, 3/3 Spanish Language
Bachelor’s degree from an accredited college or university.
Two (2) years of experience in a supervisory capacity, including knowledge and application of human resource methodologies.
One year experience in payroll, bookkeeping, or accounting.
Experience managing travel and accommodations for employees.
Experience in emergency procedures.
Must be willing to live in a either Peru or El Salvador and be able to travel frequently to other countries
Ability to travel domestically and internationally.
MRPT or Secret security clearance required
