Overview:

The Border Management Programme for the Maghreb Region (BMP Maghreb) is a regional programme planned in North Africa ( with a primary focus on Morocco and Tunisia) within the framework of the European Union Trust Fund for Africa (EUTF). It targets national border agencies or any related institution of Morocco and Tunisia that are in the front-line in the management of borders, irregular migration and the protection of vulnerable migrants with the aim of mitigating vulnerabilities arising from irregular migration and combatting irregular migration BMP Maghreb will be implemented by ICMPD, with the participation of the Ministry of Interior of Italy for the Tunisian component.

The Regional Border Management and Security Specialist works with the Programme Management Team and is based at ICMPD Regional Coordination Office (RCO) for the Mediterranean in Malta, and it oversees programme implementation in Morocco and Tunisia through ICMPD field offices in Rabat and Tunis.

Job Description:

The Regional Border Management and Security (BMS) Specialist is responsible for supporting and advising on the implementation of programme activities with special emphasis on the capacity-building components for the Border Management Programme for the MaghrebRegion(BMP Maghreb).

As part of the Technical Team, the Regional BMS Specialist leads the identification and formulation of all capacity-building and technical assistance activities related to border management in partnership with the other BMS Specialists, including quality control of the technical content provided by experts. S/he prepares content of draft documents and final 1programme outputs of the capacity building / technical assistance components and supervises the technical implementation of the procurement component (modules 1, 2, 3 and 4).

The Regional BMS Specialist plans and organises capacity-building and technical assistance activities and administers programme inputs ensuring that the programme activities are managed according to the approved programme documentation, work plans and budgets and in line with ICMPD´s rules and business processes as well as partner and donor agreements. S/he is responsible for a timely achievement of high-quality outputs within BMP Maghreb. The Regional BMS Specialist supervises and reviews the work of experts deployed for the assessment missions, in collaboration with the relevant Component Lead and the Project Coordinator.

The Regional BMS Specialist develops and maintains relationships with donors, partners, beneficiaries and other stakeholders. S/he liaises with technical counterparts in partner countries including with senior officials. S/he plans, organises and supervises the work of experts and contractors ensuring high quality and timeliness of outputs. S/he conceptualises, plans and prepares substantive programme outputs and produces programme content and continuously assesses achieved results for quality and impact. The Regional BMS specialist contributes to the development of new initiatives and formulates and drafts concepts and documents.

The Regional BMS Specialist contributes to overall planning of the programme and participates in programme communications activities preparing content and inputs. S/he contributes to programme reports and prepares inputs to donor and other substantive reports.

The Regional BMS Specialist works under the supervision of the Head of Border Management and Security and in close collaboration with the Senior Project Manager Coordinator and with BMS Maghreb Project Team and the staff of the BMS Team in HQ. Tasks and Responsibilities:

1. Planning and Implementation of Capacity-Building and TechnicalAssistance Activities: Provide support on the elaboration of the BMS Maghreb programme’s work plan; Identify and formulate activities related to BMS and assigned to him/her by the Senior Project Manager according to programme´s work plan and in close coordination with other programmecomponents suchas the ProcurementManager;

Track implementation of the work plan and the timely accomplishment of programme outputs. Propose to the Programme Coordinator corrective action when required and implement them;

Establish, maintain and facilitate a dialogue between the programme and technical counterparts in Tunisia and Morocco to ensure that scope and direction of activities remain relevant for achievement of the intended results. Regularly communicate and exchange with technical counterparts;

Coordinate and follow-up with partners ensuring that activities are carried out according to agreed work plan and other agreements. Actively guide project partners on programmeimplementation;

Ensure that the quality and nature of produced outputs produced are in line with specific ICMPD BMS standards;

In coordination with the BMS Programme Team, mobilise experts, for activities, including preparation of Terms of References and specifications;

Coordinate work of experts, consultants and contractors ensuring that content and outputs are produced timely, according to project work plan and ICMPD´s quality standards;

2 Draft technical briefings, substance documents and final project outputs related to capacity-building activities;

Support the development of Technical Specifications for the procurement of equipment related to border management. Provide technical inputs on the equipment to be procured and clarifications. Participate in tender evaluation as applicable; Assess and monitor progress of capacity-building components through monitoring missions, record findings in mission reports. Regularly review the project Logframe and suggestadjustments,if needed.

2. Project Administration and Compliance:

Ensure that capacity-building activities are implemented in an efficient and cost- effective manner in line with the work plan;

Initiate and follow-up on recruitment processes of experts according to ICMPD´s recruitment procedures (prepare recruitment requests, organise and participate in selection processes and interview panels);

Maintain project documentation electronically and on physical file.

3. Project Content, Reporting and Contribution to Project Development: Formulate and draft analytical inputs, compile and draft briefs, background papers, presentations, speeches;

Review, comment upon and revise outputs and content (assessment reports, gaps and needs analysis, feasibilitystudies, training needs reports, experts’ recommendations, ToT curricula, agendas for training sessions and workshop, presentations, policy papers, publications);

Compile and draft inputs on programme implementation to internal and external programmereviews and reports;

Review and assess programme results and identify best practices/lessons learned, translate into new initiatives;

Provide inputs to implementation of the programmecommunications plan; Identify programme ideas. Develop, formulate and draft inputs to new programme concepts,proposals, work plans and budgets;

Participate on behalf of ICMPD in conferences/meetings/seminars relevant for the respective areas of work;

Key Results:

Technical inputs provided for the procurement-related activities; Capacity-building and technical assistance activities organised and implemented according to work plan;

Inputs administered according to ICMPD´s rules and processes and donor requirements;

Outputs related to area of work delivered in a timely and qualitative manner; Substantive content defined, formulated and produced according to highest analytical and professional standards;

Programme achievements assessed and lessons learned generated;

Programme implementation and results communicated within ICMPD, as well as to project partners, beneficiaries, and other stakeholders;

Qualitative inputs to formulation of new projects provided.

Incumbent Profile:

A minimum of 5 years of position relevant professional experience in law enforcement and/o training with the focus on border management and security in an international set up;

Professional training in project cycle management is an asset;

3 Experience in management of Project Teams and/or experts;

Proven experience in providing training's, including Training's-of-Trainers (ToT); Proven experience in working at policy, strategic and operational levels, with law enforcement and/or international institutions/agencies;

Substantive knowledge of integrated border management, border security, specialised knowledge on counter terrorism, organised crime and security issues in the Mediterranean area as well as the technical needs in terms of state-of-art equipment for border control;

Proven capacity to draft assessment reports, recommendations, feasibility studies, etc.;

Familiarity with Tunisian and/or Moroccan law enforcement institutions and border agencies is a strong asset;

Proven experience in working on or related to EU funded projects; Strong analytical and drafting and organisational skills. Strong ICT skills; Strong interpersonal skills, with the ability to lead and work independently, as well as in a team;

Ability to work effectively with colleagues from different cultural and professional backgrounds.

Corporate Qualifications:

Experience in international context;

Proficiency in (verbal/written) English and French, proficiency in Arabic is a strong asset;

Master´s degree in security and or law, law enforcement or related fields, equivalent of professional studies within a public law enforcement administration Compensation:

ICMPD offers an attractive compensation package. This position is classified at IP3 Grade, with an annual net-base salary starting at EUR 53.280,00. Additional benefits include participation in the ICMPD Provident Fund, Health and Accident Insurance, six weeks’ annual leave and, where applicable, dependent’s and mobility allowances.
