International Security Consultant

Organizational Setting
This position is located in Mogadishu, Somalia, and will serve all FAO offices based in Somalia (Mogadishu, and other sub-offices in Hargeisa, Garowe, Bossaso, and Dollow).


Reporting Lines
The Field Security Consultant reports to the FAO Representative in Somalia and is under the technical supervision of the Chief of FAO Security Service (CSDS).

Technical Focus
The Field Security Consultant will contribute to the safety and security of all FAO staff, eligible dependents, eligible partners and contractors, resources, assets, programs and projects in Somalia.Tasks and responsibilities
Keep abreast of the security environment in Somalia, and provide timely and accurate security advice to the FAOR for Somalia, including information regarding compliance with United Nations security policies, practices and procedures;
Ensure the best protection of FAO staff and dependents, assets and facilities in accordance with provisions of the UNSMS;
Strengthen the security arrangements of FAO facilities by professional security and contingency planning, and in close cooperation with UN Department of Safety and Security (UNDSS) coordinate 24/7 response to all security-related incidents involving FAO staff and assets;
Maintain close security coordination with UNDSS Somalia, security focal points of other agencies and humanitarian partners, and ensure appropriate professional liaison of security matters with local authorities responsible for security;
Conduct periodic SRM/Minimum Operating Security Standards/Minimum Operating Residential Security Standards (MOSS/MORSS)
Assess FAO facilities, missions and residences and provide advice on shortfalls with recommended improvements and solutions;

Provide FAO staff, particularly external missions, with security briefings, situation reports and other appropriate security-related information and training;
Report all security and safety related incidents involving FAO staff and assets to the FAOR for Somalia, and make sure that this information is further reported to the FAO Field Security Unit (CSDS) and provide written weekly security updates to the FAOR for Somalia;
Undertake field security missions to FAO operations in the area of responsibility as required by the FAOR Somalia, to conduct security assessments and determine the level of risk to FAO operations, and based on those risks identify and implement appropriate risk mitigation measures;
Participate in an observer capacity in the Somalia Security Management Team meetings and provide all necessary assistance to FAOR Somalia on security-related matters in Somalia; and advice the Security Management Teams through the FAOR on particular security-related concerns of the Organization;
Participate as a member of the Somalia Security Cell, advice the Security Cell on particular FAO concerns regarding security of the Organization’s operations;
Ensure that security-related issues, including security support and security risk management, are fully incorporated and integrated into all levels of FAO operational activities in Mogadishu and contribute to increased operational output;
Directly supervise security equipment and personnel, including inventory, extended training and performance of Security Officer, Local Security Assistants, security contractors, guards and security escorts personnel;
Ensure that Country Office management is sufficiently briefed on security requirements in order to make decisions and provide adequate resources so that staff members are provided with/proficient in the use of safety and security equipment, including communications equipment, vehicle emergency equipment and personal security safeguards required to work in the field;
In coordination with UNDSS Somalia, establish good relationships with national law enforcement, military and civil intelligence authorities, counterparts in the Diplomatic Missions and municipal/civic/traditional leaders;
Perform any other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
Advanced University degree in security management, security studies or other relevant field. A military or police diploma with a combination of extensive relevant experience in security management in conflict or post-conflict environments.
Five years of relevant experience in the military, police services, including at least 3 years of international UN or INGO experience in high-risk/conflict environments;
Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills
Work experience in more than one location or area of work, particularly in field positions is desirable.
Demonstrated experience or knowledge of communications equipment operation, including VHF/HF/SAT/other; First Aid, and operation of security screening equipment;
Extent and relevance of experience in analyzing and managing security-related threats and risks to personnel and assets;
Extent and relevance of experience in security management in conflict/post-conflict environments, preferably with the UN or International NGOs;
An armored vehicle driving license is an advantage
