Country Safeguarding Manager

We seeking exceptional individuals to fill the position of Country Safeguarding Manager at its National Program Office (NPO).

Objective of the Position:

As part of the Aga Khan Development Network’s (AKDN) initiatives to improve the quality of life of target geographies and communities, the Aga Khan Foundation works with children and vulnerable adults in a number of development countries. Aga Khan Foundation is dedicated to improving the quality of life, enhancing self-reliance, and promoting pluralism in the communities we serve, which includes ensuring that all those involved in our work, are accountable for their actions and that our beneficiaries, staff and the organization as a whole are safeguarded against any form of exploitation, harm and abuse.


AKF has developed a Global Safeguarding Manual and a set of guidelines and procedures for staff and partners. This role is being introduced in order to enforce the systems that will underpin the effective implementation and local adaptation of the Global Safeguarding Manual across AKF Afghanistan offices and ensure a safety culture is effectively embedded into the organization’s DNA.

Reporting relationships
· Reports to the CEO of AKF Afghanistan
· Works in close collaboration with AKF Afghanistan HR department
· Works in close collaboration with AKF Global Safeguarding Lead

Specific tasks
· Supporting local adaptation and implementation of the Global Safeguarding Manual (GSM) and providing advice and guidance on how safe environments are to be created/maintained
· Helping drive the necessary culture change at AKF Afghanistan that will foster a safe, respectful and inclusive work environment
· Assisting in responses to safeguarding concerns locally

Key responsibilities will include:
· Develop a multi-disciplinary safeguarding initiative
· Support local adaptation of Global Safeguarding Manual and development of a local implementation plan
· Develop a set of training and information materials about respect in workplace
· Create and nurture a culture in which harassment, abuse, exploitation and discrimination are never acceptable, where reporting such acts is encouraged and facilitated
· Create and encourage a reporting culture within the unit and the regional offices
· Coordinating safeguarding self-assessments, risk assessments, undertaking partner due diligence, monitoring and reporting on the implementation of the SP and other monitoring activities to ensure compliance with the minimum standards
· Work with managers / staff to ensure that everyone is integrating safeguarding into all activities so as to prevent (or address) situations where staff/children/vulnerable adults etc. may be put at risk of harm, abuse or exploitation
· Maintain an overall picture of safeguarding reports and issues for the unit
· Being the first point of contact for anyone wishing to make a complaint/raise a safeguarding concern
· Supporting colleagues, representatives and partners through the provision of advice and guidance on how the GSM is to be operated and how to address safeguarding risks and issues they may identify
· Provides advice and support to regional safeguarding focal points
· Ensure safeguarding aspects and indicators are systematically embedded into the local HR initiatives (performance objectives, questions on staff engagement surveys, training sessions, HR audits, recruitment etc.)
· Provide all new recruits with a thorough Safeguarding Policy induction.

Required Qualifications and Experience:

· Technical knowledge and understanding of Safeguarding and Accountability principles and standards in an international context OR professional background in pluralism/inclusion/diversity
· Previous work experience in Afghanistan; good understanding of local context and culture
· Pervious work experience in an INGO / Humanitarian organization
· Experience of and sensitivity to working across different cultures and contexts internationally
· Experience of change management processes and/or understanding of organisational development as a way of driving complex change
· Excellent project management skills
· Outstanding written and oral communication and interpersonal skills
· Ability to handle data with confidentiality
· Good organizational and time management skills
· Managing difficult/complex situations
· Middle or senior management experience
· Able to maintain confidentiality while ensuring due process through an open and transparent case management style
· Fluent English (spoken and written)
· Knowledge of human resources processes and best practices
