We are presently of identifying candidates for the position of a Police Advisor - Airport Security to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
The Advisor will assist the Subdireccion General de Analisis de Informacion Antinarcotico (SGAIA) and the Direccion General de Aviacion Civil (DGAC) with improving the GOG capability to detect and interdict illicit narcotics and other contraband at the country’s airports as well as create safer and more secure airports utilizing advanced technology and security methods. The Advisor will provide advice, training, operational support and mentoring to DEA’s vetted units as well as SGAIA and DGAC in order to help establish and sustain the increased efforts to heighten security measures in Guatemala’s airports.
The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of policing roles (Airport Security, Immigration, Technical Training, Asset Seizure, Forensic Audit Expert, Community Policing and Model Police Precinct Program, Drug Prevention, INACIF/AFIS/BIS, Municipal Police Program, Assets Seizure Invest Legal, and Project Implementation. - Minimum 10 years of experience in the security field.
- US Citizen.
- MRPT Security Clearance.
- X-Ray Certification.
- Versed in CCTV surveillance systems.
- Successful leadership experience in a multicultural environment and a demonstrated ability to make sound decisions in a timely manner.
- Demonstrated initiative, well-developed problem-solving skills, flexibility, receptivity, and creativity in dealing with problems and conflicts, as well as an ability to work on and bear responsibility for several simultaneous projects while keeping the overall program goals in perspective.
- Ability to work collaboratively with a variety of US and Guatemalan officials in developing, proposing, and implementing new security measures and interdiction operations.
- Ability to coach, mentor, and motivate a security force to perform its core duties (i.e. searching, screening, and surveillance).
- Ability to liaise with officials within DGAC and SGAIA to develop better security measures and best practices within the airport.
- Ability to take independent action, analyze problems, and provide focused solutions.
- Demonstrated communications and liaison skills appropriate for work with a wide variety of both governmental, public and private sector representatives.
- Demonstrated English and Spanish (at a minimum FSI level 3/3) language communications skills; speaking, reading and writing.
- Proficient in Microsoft Office Suite.
- Provide training and mentorship to DEA vetted units such as the Airport Task Force and SIU as well as SGAIA and DGAC employees at the airport with an emphasis on training and coaching on best practices.
- Assist in training and mentoring the DEAs vetted units at the airport to ensure they conduct routine inspections in the airport terminal as well as of private aircraft for precursor chemicals, narcotics, unauthorized contraband and illicit trafficking throughout Guatemala.
- In conjunction with the DEAs vetted units establish, assess and train SGAIA and DGAC employees in security countermeasures and interdiction efforts.
- Support liaison efforts with the Public Ministry Fiscals and the Customs and Tax Office (SAT) when planning operations.
- Draft weekly reports in English, detailing pertinent activities, training and operations.
- Provide assistance when US officials visit (when requested).
- Work effectively under pressure, within short time constraints, and during times of rapidly developing events.
- Aid in establishing and maintaining liaison efforts with appropriate GOG Ministries to assist in coordinating Inter-Ministerial support of planned interdiction operations at the airports.
- Coordinate with US Government Agencies as needed.
- Maintain the strict confidentiality of sensitive information.
- Consultant will provide a monthly work report indicating not only duties performed but also addressing suggestion to improve prosecutorial capabilities and/or areas for improvement within the justice system entities.
- Hours for this full-time position will be the core hours of US Embassy Guatemala: Monday through Friday, with a minimum of 40 hours per week.
- The position is located at the U.S. Embassy in Guatemala City, Guatemala.
- Occasional travel in and around Guatemala is likely. In country and International travel may be required as part of this position.
- Bachelor’s degree in international relations, law enforcement, public policy or related field; ten (10) years professional law enforcement experience can be substituted.
- Language Proficiencies: FSI Level 3/3 English AND FSI Level 3/3 Spanish.
- Fifteen (15) years’ experience with U.S. law enforcement or military.
- Three (3) years of experience working overseas in an Embassy environment.
- Three (3) years specialized experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs), experience briefing in Spanish and English.
- Bachelor’s degree in international relations, law enforcement, public policy or related field; ten (10) years professional law enforcement experience can be substituted.
