Job Description
Background: CRS works across Central Africa in 10 countries including Nigeria, Democratic Republic of Congo, Republic of the Congo, Benin, Togo, Burundi, Rwanda, Central Africa Republic, Cameroon and Chad. The security situation in this region is precarious and the outlook is that the security situation will continue to deteriorate. Staff are CRS’ greatest asset. The safety of our staff and partners is a significant concern in the current context; as such staff security is the highest priority for the agency’s management.

Job Summary: You will provide technical Safety and Security solutions to the CARO region and country programs for strategic planning, program design, monitoring & evaluation systems and staff training. The Technical Advisor supports the development of agency strategies and standards for Safety and Security and leads the region in their implementation. S/he collaborates with
relevant national and international security agencies and providers, through representation, relationship building, information sharing and advocacy.

Job Responsibilities:

Operational Leadership

Provide technical leadership, oversight and coordination to CARO Country Programs (CPs) to ensure that appropriate security systems and procedures are in place and are fully operational.
Provide international, regional and local security information and expertise, as well as strategic and technical input to all CARO CPs in the development and management of their Field Safety and Security Plans (FSPs) and other security risk management documents.
In close collaboration with CARO’s DRDs and Technical Advisors assist CARO CPs in aligning safety and security plans and systems with current and future program design.
Develop and maintain an information network to provide analytics of (potential) threats to CRS’ programs.
Feed into and support the Global Security team in CRS’ continuous process of improvement.
Strengthen and drive the risk assessment process by carrying out regular threat and vulnerability assessments, adapting procedures accordingly and monitoring compliance, together with the CP security focal points. Ensure that all staff are aware of any changes in the security situation.

Technical Assistance

Advise Regional Director and DRD/Ops on CARO security management decisions, procedures, policies and practices, including the management of critical incidents. Monitor open sources and cultivate different sources of information / analysis around safety and security trends in the region. Share relevant information items with regional and CPs senior management and HQ’s Safety and Security Director.
Review, improve and adjust CRS’ staff tracking systems as necessary and monitor staff compliance.
Stay up-to-date with international trends and developments in the Central African Region, monitor current events, political decisions and legislative changes.
Investigate and forecast emerging threats with country teams to aid in proactive planning and response strategies
Carry out regular threat and vulnerability assessments and amend working procedures accordingly. Ensure that all staff are aware of any changes in the security situation.
Monitor CRS’ security portal to ensure Country Programs’ plans, standard operating procedures, contingency plans, constant companions and other relevant safety and security documents are updated and disseminated.
Interface with regional-level and country-level security committees, key contacts and staff from other agencies to support the update of FSPs. Carry out regular assessments to review and monitor compliance. Conduct initial security assessments before the opening of new CRS offices/programs and assignment of staff to a country. Also conduct a risk assessment in case of office closure.
Organizational & Systems Development and Staff Capacity Strengthening

Effectively implement CRS’ safety and security risk management system in the Central African Region.
Assist CPs in defining roles and responsibilities for safety and security management. Optimizing organizational/departmental efficiency, performance and accountability.
Support CPs in the recruitment and development of staff involved in safety and security management.
Cultivate and lead CARO’s community of practice for security focal points and other interested parties to encourage learning and implementation of best practices in the area of security management.
Liaise with other members of the CRS global security community for additional sources of technical or training assistance, best practices and learning.
Ensure compliance with CRS’s security training and learning policy. Implement agency wide trainings at the regional and country level, including those for drivers and guards.
Document dates and types of security training staff members have received and make recommendations on training needs. Strengthen local training capacity and facilitate trainings as is needed.

Key Working Relationships:

Internal: Regional Director, Deputy Regional Director(s), Regional Technical Advisors, Country Representatives, Heads of Operations, Heads of Programs, Security Focal Points, HQ Safety and Security Team and Humanitarian Response Department.

External: International and local partners, including local and US Catholic agencies, US Embassy RSOs within the region, contracted security service providers, security officers of other international and local NGOs operating in CARO.

Qualifications:

Master’s degree in security management, politics, international development, non-profit management, or related field. Additional experience may substitute for some education.
Minimum of 5 years work experience in operational safety and security management with an international humanitarian organization.
Formal technical training(s) in safety and security is a plus.

Technical/Professional:

Demonstrated knowledge of best practices in security and staff safety.
Experience working in delicate situations with partner organizations.
Knowledge of and working experience in Central Africa strongly preferred.
Strong cross-cultural skills.
Ability to train and convey information to non-safety personnel.
Excellent interpersonal and negotiating skills.
Excellent writing skills and strong communicator and bridgebuilder.
Proficiency in MS Office.
Diplomatic, able to manage conflict and move groups toward consensus.
Good judgment and sound decision-making skills.

Travel: Approximately 50% of travel, primarily to/within Central African countries, and sometimes in remote areas with minimal amenities available. Often with short notice.
