About the job: The Surge Security & Access advisor supports the NES coordination team in mitigating security risks, while maintaining and developing access.
General objective:
Under the supervision of the DCD Operation NES and in link with the Security and Access Manager, the Surge Security Manager will support the review and updating of security procedures in NES, initiate new security awareness habits, ensure that the context is followed, analysis done and shared with the relevant internal stakeholders. This will include:
Desk review of the context of intervention in NES
Review of existing procedures
Make recommendations
Start implementing new procedures
Context analysis and updating
Impulse new security habits
The DCD operations NES and the Security and Access Manager are new positions still to be recruited. These positions will be in charge of the NES security. Clear communication lines have to be established and maintained. SI is about to start a large consortium, and will have consortium dedicated staff under its responsibility.

RESPONSIBILITIES AND MAIN ACTIVITIES
A. REVIEW OF THE CONTEXT OF INTERVENTION
With support of the Country Director and Field Coordinators
Review and understand the current context of intervention, with an eye to the potential context evolution
Update risks matrix / vulnerability assessment (or create one) and identify potential mitigation measures taking into account the 2018 target organogram and base setup
The Desk and the mission will provide additional security information coming from secondary sources as well as the target organogram and base setup.
B. REVIEW OF EXISTING PROCEDURES
With support of the Country Director and Field Coordinators
Review existing procedures (including review of diversification of information sources, key contacts list…)
Identify security procedures, documents and tools gaps (including communications lines and what and how information is circulated to all staff)
The Desk and the mission will provide SI’s current security procedures tools and security reports.
C. MAKE RECOMMENDATIONS
After identifying security procedures gaps, the Surge Security Advisor is expected to make recommendations. These recommendations need to be presented and discussed with the Head of Mission, the Logistics Coordinator, the DCD operations NES (if recruited), the Security and Access Manager (if recruited) and the Field Coordinators.
This would require organizing a meeting in Amman, Erbil or Ammuda. The meeting should then lead to an action plan for the rollout of the security procedures (priorities, areas, sharing of responsibilities…).
The end result is security and access management policies and guidelines are designed (and later in place), based on thorough risks analysis.
Note: the mission is cognizant there could be an overhaul of the security procedures.
D. START IMPLEMENTING NEW PROCEDURES
The Surge Security Advisor is expected to start that all staff members are briefed and trained as per the internal policies and guidelines.
Following the recommendations phase and to ensure smooth kickstart and buy-in, the Surge Security advisor is expected to start implementing and / or overseeing the implementation of new procedures in coordination with the DCD operations NES (if recruited), the Security and Access Manager (if recruited) and the Field Coordinators, and to propose adjustments (if necessary. This needs to include briefings and trainings to all staff members as per the (new) internal policies and guidelines.
E. CONTEXT ANALYSIS AND UPDATING
Throughout the assignment, the Surge Security Advisor is expected to keep an eye on the security evolution and support the DCD operations NES (if recruited), the Security and Access Manager (if recruited) and the Field Coordinators to continuously analyze the context (and update tools if relevant and necessary).
F. IMPULSE NEW SECURITY HABITS AND BUY-IN
Context analysis is part of a larger role of the Surge Security Advisor which is to lead by example and impulse new security habits, first to those in charge of security, and more generally to all expatriates. S/he will be expected to explain the rationale of the new security procedures and ensure buy-in.
The end result is that security and access management policies and guidelines are in place, accepted and respected (the long term appropriation is the responsibility of the DCD operations NES).

SPECIFIC SKILLS AND EXPERIENCE:
EDUCATION:
Post-graduate degree in political science, international relations, humanitarian affairs, or security management
EXPERIENCE:
Essential: A minimum of 2 years of experience of managing security operations for international humanitarian organizations in a conflict setting. Previous similar experience in Syria is a strong advantage.
Essential: 5 years of humanitarian experience
Essential: Experience in designing processes, training stakeholders on these processes, and maintaining processes in place
Essential: Understanding of local context, dynamics, and access limitations related gender, disability, religion, tradition, and local norms.
Essential: Experience of gaining a precise and impartial understanding of local, regional and international policies, operational positions and interactions, providing clear dynamic briefings and analysis of given and unfolding security and political situations when they occur.
Essential: Strong experience as a trainer; ability to develop, implement, facilitate and impart learning to a wide range of audiences.
Essential: Highly skilled in organizing large-scale, fast-paced, responsive field programs
Essential: Demonstrated Managerial/Leadership Competencies
Desirable: 2 years of experience in Middle-East (ideally in Syria).

LIVING CONDITIONS AND SECURITY
The candidate will be based in North East Syria. He will live in a guesthouse shared with the other consortium coordination members.
S/he will make regular field visits and stay in field guesthouse to allow closer proximity to the sites of project implementation.
In the main base, living conditions are comfortable with some opportunities and places to socialize. In the operational bases, living conditions are more basic with less opportunities and places to socialize.
Security inside NES is volatile and justifies specific arrangements for accommodation and displacements in the areas of intervention. Adherence to strict security procedures is necessary, while the security levels can vary according to the different geographical locations and the changes of context.
SI WILL OFFER YOU
A salaried post: starting from 2860 € gross per month (2600 base salary + 10% annual leave allowance paid monthly), according to experience (+100€/year of humanitarian experience on an equivalent position +50€/year of experience on a non-equivalent position), and a monthly Per Diem of 700 USD.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 10-day break (specificity for expatriates located in North East Syria) during the 3rd and the 9th month (with 750 USD allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
