The Security & Access Manager supports the NES coordination team in mitigating security risks, while maintaining and developing access.

Under the supervision of the Deputy Country Director Operations NES and with a functional link with the HQ Security Adviser, the main objective of the Security & Access Manager for NES is to ensure a context follow-up, analysis, improve the capitalization process, support the operational security management and the field teams capacity building, all of which with a view to securing a better humanitarian access.

ABOUT THE JOB...General objective :
Ensure that the context is followed, analysis done and shared with the relevant internal stakeholders.
Ensure that security and access management policies and guidelines are designed and in place, based on the above-mentioned risks analysis.
Ensure that all staff members are briefed and trained as per the internal policies and guidelines.


Support in the management of security incidents.Priorities for the 2/3 first months :


Provide guidance to the new team (Access Manager, pending recruitments)
Review existing procedures, make recommendations and start implementing them.
The position has just been created. Communication lines particularly have therefore to be established and maintained.
The security and access manager will arrive at a time of a big scale up of SI’s activities, in part due to a large consortium SI will be leading. The mission will have close to 60 expatriates whose security management will be of paramount importance

The security and access manager, in discussion with the DCD Operations NES and the Field Coordinators, will have to continually monitor the situation and be flexible to the context evolution which could retrain access and require remote management.
Responsibilities and main activities :

NES coordinaion and NES security and access team management
Supervise and develop the capacity of the NES Security & Access team
Participate in the NES coordination processes and meetings.
Participate in the definition / update of the NES strategy.


Operational support to NES coordination and field teams in the daily management of security and humanitarian access.Ensure definition, update and implementation of the SI security management in NES


Support context monitoring and information network management (collection, treatment and capitalization). Promote internal capacities at coordination and bases levels.
Ensure that SI security management systems are in place in each context, based on regularly updated security risks analysis. Promote and guide coordination between various bases and activities areas so as to ensure coherence at NES level.


Liaise with the HQ Security Adviser so as to ensure both compliance with global internal guidelines and coherence / relevance at mission level.Ensure definition, update and implementation of the humanitarian access strategy in NES


Lead the development and update of SI access strategy for NES.
Ensure proper dissemination and implementation of SI access strategy and guidelines at local levels.


Liaise with the DCD operational NES and Country Director so as to ensure both compliance with global internal guidelines and coherence / relevance at mission level.Create and maintain a structured capacity building for SI staff members in NES


Support the creation and implementation of a security / access briefing / induction plan for all newcomers.
Conduct specific trainings based on security and access needs.


Ensure that all relevant context, rules & guidelines updates are disseminated to persons of concern.Org. chart position (reporting and functional relationships)**

Reports to: Deputy Country Director Operations NES (direct superviser), HQ Security Adviser (functional superviser)


YOUR PROFILE

Specific skills and experience:

Education :
Post-graduate degree in political science, international relations, humanitarian affairs, or security management

Experience:
Essential: A minimum of 2 years of experience of managing security operations for international humanitarian organizations in a conflict setting. Previous similar experience in Syria is a strong advantage.
Essential: 5 years of humanitarian experience
Essential: Experience in designing processes, training stakeholders on these processes, and maintaining processes in place
Essential: Understanding of local context, dynamics, and access limitations related gender, disability, religion, tradition, and local norms.
Essential: Experience of gaining a precise and impartial understanding of local, regional and international policies, operational positions and interactions, providing clear dynamic briefings and analysis of given and unfolding security and political situations when they occur.
Essential: Strong experience as a trainer; ability to develop, implement, facilitate and impart learning to a wide range of audiences.
Essential: Highly skilled in organizing large-scale, fast-paced, responsive field programs
Essential: Demonstrated Managerial/Leadership Competencies
Desirable: 2 years of experience in Middle-East (ideally in Syria).

Technical skills and knowledge:
Essential: Strong negotiation and mediation skills essential with experience in conflict resolution is essential
Essential: Strategic thinking skills and interest in working and coordinating with different actors to achieve an efficient response
Essential: Exceptional organizational and coordination skills
Desirable: Knowledge in communications technology, including, satellite communications, cell phone mediums

Soft skills:
Essential: Demonstrated supervisory ability, sound judgment and the ability to work effectively with others at all levels
Essential: Excellent relationship-building, interpersonal skills and the ability to effectively represent SI at forums and with external stakeholders
Essential: Highly diplomatic with excellent political awareness and understanding
Essential: Highly sensitive to a Humanitarian needs-based programming approach
Essential: Strong oral and written communication skills
Essential: Be prepared to travel to implementation sites and regional, global meetings as required

Languages:

English: fluent with excellent writing capacities
Arabic: fluent will be an asset
French: fluent will be an asset

SI WILL OFFER YOU ...

A salaried post: starting from 2640 € gross per month (2400 euros base salary + 10% annual leave allowance paid monthly), according to experience (+100€/year of humanitarian experience on an equivalent position +50€/year of experience on a non-equivalent position), and a monthly Per Diem of 700 USD.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 10-day break (specificity for expatriates located in North East Syria) during the 3rd and the 9th month (with 750 USD allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
