Humanitarian and Stabilisation Operations Team Programme
Palladium's Humanitarian and Stabilisation Operations Team (HSOT) provides a programme that delivers humanitarian and stabilisation services worldwide in support of the Department for International Development (DFID) and the Stabilisation Unit (SU). DFID is the UK Department responsible for tackling poverty overseas, including humanitarian emergency response.

As a critical member of the programme, the OSA will provide comprehensive security advice on international deployments and will support the preparation and ongoing activities required to support humanitarian and stabilisation experts globally.



This challenging and fast paced role operates at the forefront of HSOT's support to HMG's humanitarian, development and stabilisation efforts.

Responsibilities

Provide early input in the planning of deployments, ensuring that operational plans remain feasible and that security aspects are acceptable, represented and effectively addressed at each phase.
Support and, where necessary, conduct headcount actions in the event of emergencies, when required by HSOT procedures, confirming staff safety and status.
Provide relevant, accurate and enabling technical security advice to HSOT, DFID and SU Leaderships, Response Managers, Risk Owners and Deployees to support planned, reactive and ongoing deployments.
Independently produce accurate, timely and effectively evidence risk assessments. This will include the preparation of Safety and Security Instructions and Travel Risk Assessments.
Provide concise verbal and written briefings to support submissions, estimates and risk registers that can escalate to the senior official or ministerial level.
Readily engage with external contacts in the UK (and internationally) to inform risk assessments and support risk management activities, including the updating or redrafting of old or out-of-date assessments.
Act as the security management focal point for deployed terms, ensuring reasonable mitigation of foreseeable risks; monitor local security situations and issue timely advice when necessary.
Directly contribute to the advancement and maintenance of policies, guidelines, standard operating procedures and business processes.
Assist in the evolution of, and thus ensure the practical relevance of, HSOT's Hostile Environment Awareness Training (HEAT) and the SU's Hostile Environment Training (HET) and attend both courses. Occasional input and presentations could be required to support these and other parallel safety and security training.
Own and champion Palladium standards and individually lead on security initiatives. Further, take personal ownership over decisions that affect deployed staff.
Undertake regular international travel to conduct local security and risk assessments, often at short notice. Also, travel to conferences as requested by SU and DFID to provide expert security input.
Maintain flexibility to frequently work irregular hours, in emergency or potentially hostile environments and in the UK.
Act as 24/7 Duty Security Officer on rotational basis.

Requirements

Relevant and consistent security experience. This could be with the Armed Forces, Police or Non-Governmental Organisations, or other appropriate context. Applicants should have extensive experience working in hostile environments overseas and have a good understanding of the security measures used to mitigate risk.
A bachelor's degree or equivalent work experience.
Demonstrate a profile of experiences that bridges sectors, contexts and operational environments.
Extensive experience operating in complex and hostile environments.
An understanding of or experience in humanitarian and/or stabilisation operations would be highly desirable.
Proven ability to effectively and positively influence superiors, peers and/or colleagues.
Evidence an ability to work under limited supervision, demonstrate independent initiative and provide pragmatically succinct solutions.
Proven ability to turn around quality written work in a short timeframe, often researching material from scratch.
The applicant must hold or have the ability to acquire a UK Security Check (SC) clearance with the ability to acquire Developed Vetting (DV) in due course.
Demonstrate an expert ability to synthesise information and regularly produce clear analytical products.
Commit to Palladium's aims, values, principles and Code of Conduct.
It would be advantageous to have knowledge and prior experience supporting or managing programmes on behalf of the Conflict, Security and Stability Fund (CSSF), SU, DFID, the Australian Department of Foreign Affairs and Trade (DFAT), USAID or another donor.
Excellent time management and coordination skills, with the ability to organise a substantial workload of complex, diverse tasks. Must be able to work calmly under pressure. The ability to prioritise is crucial.
Strong interpersonal skills with the ability to negotiate successful outcomes in challenging situations.
Present a can-do attitude, remain proactive and be solutions focused.
Excellent written and verbal communication skills, fluency in a second language is an asset.
