Manager, Eastern Europe and Asia Security Management Unit

Chemonics is seeking a manager responsible for day-to-day work and staff supervision leading to the achievement of quality work products. In addition to providing technically proficient security support to Chemonics staff and projects as directed, he or she has specific responsibility for regional security initiatives and projects. The manager refines and improves programs and procedures to maximize the safety and security of Chemonics staff in the assigned region. Responsibilities include
Manages regional incidents and emergencies in collaboration with the Global Safety and Security Department (GSSD)

Exhibits knowledge of Security Management Unit (SMU) technical security practices, safety and security policy manual, safety and security-related Quality Management System (QMS) work instructions, the field security best practices manual, and Chemonics' online safety and security trainings

Monitors, assesses, and analyzes regional security trends through open-source reporting and liaising with security networks including field security employees and continually shares this knowledge with the regional Senior Vice President, Project Management Unit (PMU) directors, project leadership, and GSSD


Collaborates closely with the SMU director in ensuring that the project and its personnel maintain the proper safety and security procedures in accordance with USAID and Chemonics’ policies.


Updates SMU director and GSSD on potential safety and security-related risks or problems within region


Conducts basic and detailed performance assessments and risk assessments of project security and regularly submits updated findings to GSSD for corporate security performance metrics


Advises PMUs and/or project teams and leads the recruitment, hiring/onboarding, and monitoring of safety and security project staff, ensuring personnel selected meet appropriate requirements


Advises field security team (as applicable) and promptly addresses field staff’s safety/security inquiries and needs


Conducts security reviews of all proposals in priority countries and provides technical security input to all line roles of proposal teams as identified during the review process


Ensures travelers are researching the risk environment through the information security provider before travel or conducts security briefings for designated high- or critical-risk countries


Maintains and expands technical knowledge in safety and security by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies and Chemonics practice networks


Provides support to security subcontract procurement, management, and administration for new and ongoing projects and new business development needs


Leads projects and activities as appropriate to advance safety and security internally and externally


Researches and recommends operational security practices (collaborating with GSSD, as appropriate), and assists with the implementation of relevant changes


Performs short-term technical assignments for existing projects or new business efforts


Performs leadership roles on New Business or regional/corporate initiatives


Serves as acting director as necessary


Performs other duties and responsibilities as required

Qualifications


Bachelor’s degree or equivalent work experience in relevant field required


Minimum 5 years of technically relevant work experience in the field of security to include physical security, risk assessments, and/or security contract management required, out of a total of 7 years of work experience

Knowledge of and previous working experience with USAID preferred
Demonstrated ability to manage and supervise department staff, multiple project teams, and other initiatives
Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings
Experience in implementing security platforms for civilian operations in high-risk zones, to include successful crisis manage­ment preferred
Ability to operate at advanced levels of authority and manage significant activities, budgets and resources to produce and take responsibility for results
Experience managing subcontracts preferred
Willingness to work overseas for up to 4-8 weeks per year
Experience living or working in developing countries preferred
Ability to solve complex technical, managerial or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge
Strong knowledge of MS Office applications
Ability to work both independently and as part of a team
Demonstrated independent thinking, judgment, and respect for others
Applicable foreign language fluency preferred
