DCA invites applications for an EOD IMAS level 3+ (IEDD) Technical Advisor to support its programme in North East Syria. This position is based on donor funding and is expected to start in September 2018.

The Technical Advisor’s (TA) main responsibilities are to train, mentor and supervise Search and Clearance teams in areas contaminated with explosive hazards in North East Syria. The TA reports to the Operations Manager.

He/she will work in a potentially hostile and arduous environment. He/she will therefore need to demonstrate a positive and self-motivated attitude. Conditions such as these require a level head, attention to detail and a willingness to develop and adhere to appropriate Standard Operational Procedures (SOPs). Applicants must have the following qualifications and experience:


EOD IMAS Level 3+ qualification or NATO equivalent, with certificates


Knowledge and experience of EOD and ERW clearance methodologies is essential. The successful applicant will need to show currency of competency in this area


Knowledge and experience with search methodologies in IED contaminated areas, both urban and rural.


Work experience from previous positions in Humanitarian Mine Action as International EOD TA is desirable, including knowledge of IMSMA forms


Work experience of training and mentoring national staff, including preparation and execution of structured training courses to IMAS standards


Work experience in hardship locations with limited logistical support


Strong leadership and team building skills are also required


Flexibility and cultural awareness and sensitivity are essential


Computer literacy essential including proficiency in Excel, Word, Power Point, etc., and various mapping programmes


Fluency in written and spoken English is essential. Knowledge of Kurdish or Arabic would be advantageous

The Technical Advisor will have the following responsibilities:


Train and capacity build national staff


Supervise and mentor search/clearance teams


Conduct Battle Area Clearance, as required


Conduct Explosives Ordnance Disposal, as required


Work closely and in coordination with DCA Risk Education and Survey teams


Operate in accordance with the DCA SOPs


Provide technical oversight of field operations of the component for which he/she is responsible, including training, safety and security, daily operational planning and implementation, and the direction and discipline of locally employed operational and administrative personnel under his/her control


Prepare all relevant reports and documentation in a timely manner, using IMSMA forms


Provide timely and detailed data for the programme output tracker
