REQUIRED PERSONNEL QUALIFICATIONS:
Qualifications for two contracted advisors Joint Intelligence and Operations Advisor (Mali)
a. Ten (10) years’ hands-on U.S. military intelligence, or civilian Intelligence Specialist, experience at the S-2 battalion level, or higher.
b. Two (2) years’ experience in a joint military environment.
c. Two (2) years’ experience advising foreign military or government.
d. Two (2) years’ experience providing training in an overseas environment.
e. U.S. citizen capable of maintaining a Secret clearance. Each of the professional service employees under this Task Order requires a SECRET Security Clearance.
f. Professional experience writing business documents, such as reports, SITREPs, briefings, AARs, memoranda, letters, electronic mail, and training material, for consumption by military Commanders or civilian managers.
g. Professional experience presenting briefings, SITREPs, training, and AARs for consumption by military Commanders or civilian managers.
h. Highly-rated teamwork and collaboration skills, as demonstrated by awards, or above average performance reviews.
i. Two (2) years’ experience working or living in Africa.
All finalized training and course material shall be in English and French. Preferred French fluency.
JOB DESCRIPTION:
Through TSCTP, the United States seeks to enhance Mali’s ability to detect and deter terrorist activities through supporting the Malian military with military intelligence and command and control capacity building.
One advisor will embed with the Directorate of Security Militaire (DSM) and another advisor will embed with the Ministry of Defense (MOD) Joint Operations Center (JOC).
Conduct an Initial Capability Assessment
1. Organizational structure
a. Command and Intelligence organizational structure, including designation and assignment of JOC and Intelligence staff personnel
b. Determine Capability Gaps
c. Information sharing protocols and procedures
2. Information management systems, procedures, and content a. Technology capabilities
b. Networking capabilities
c. SOPs, doctrine, and policies that define information management and knowledge sharing
3. Intelligence and Command planning and operational capabilities and procedures
a. Short term and long term planning
b. Capacity to manage and respond to ongoing and imminent operational requirements
c. SOPs, doctrine, and policies that direct command and intelligence sharing within the organization
d. SOPs, doctrine, and policies that direct command and intelligence sharing vertically among echelons, and horizontally across services, ministries, and directorates
e. SOPs, doctrine, and policies that define daily operational requirements, roles, responsibilities, and staff structure to support these requirements
4. Existing infrastructure and equipment including SOPs, doctrine protocol, and technical capabilities
5. Training plans, programs of instruction and training schedules.
a. Documentation of individual and unit training
b. Oversight and inspections of training programs
c. Capability to develop intelligence personnel internally (force generation capacity)
d. Intelligence and command personnel training pipelines, SOPs, doctrine, policies that direct career progression and professional development
6. Capability Gaps that prevent the partner for attaining self-sufficiency.
a. Analyze existing processes and define existing and desired outcomes
b. Partner National ability to plan for long term solutions to gaps and deficiencies.

Develop a work plan
Identify, Advise, Coordinate, and Conduct Training for Military Intelligence Personnel
Provide Advisory Services to the Malian military
Provide ongoing monitoring
Provide training and training support services
1. Provide course design and development activities using the applicable training references, conduct training planning and design all training materials;
2. Provide qualified instructors to train participants in accordance with applicable training references;
3. Develop an assessment methodology that measures training effectiveness;
4. Provide an after action report that identifies impediments to training implementation and develops a mitigation strategy.
