Access and Staff Safety Advisor

The Access & Staff Safety Advisor ensures that NRC safety protocols and procedures are in place in all NRC office that are conducive to agile programming while safeguarding NRC staff and assets. He/she ensures consistency, predictability and accountability of NRC standards and procedures and, provides guidance and support to field based staff and focal points in cooperation with their direct line managers. The Access & Staff Safety Advisor will also be a member of the Country Management Group.

Role and responsibilities

Generic responsibilities (max 10)
Development and implementation of the NRC Health & Safety Management System at national level
Conduct Security Risk Analysis (SRA) according to minimum operational requirements (MOSS)
Minimize security risks to the operations of NRC
Management of security staff at country office
Support, training, control and development of safety and liaison staff in all offices
Prepare reports as required
Communicate and cooperate with relevant external security actors
Train and develop staff in safety and access.

Specific responsibilities
Ensure consistency, predictability and accountability of safety procedures across the whole country programme.
Ensure that NRC systems are conducive to NRC programme implementation, duty of care and staff care standards.
Quality assure implemented systems and advise on improvements.
Ensure that NRC protocols and systems reflect at all times the hazards and risks identified through ongoing risk analysis and are nuanced to particular situations, events and geographical locations.
Produce assessments, projections and analyses related to power and stakeholder structures, conflict dynamics and important social, economic and political developments.
Advise the Country Director and other staff about relevant matters and contribute to an inclusive organizational culture rooted in awareness and information flow.
Collect and exchange information with relevant external counterparts (UN, NGOs, national, local authorities, embassies etc.)
Ensure alignment between programmatic priorities, NRC’s access and advocacy work and all relevant safety procedures.
Develop and review communication procedures and protocols.
Facilitation of safe access through context analysis and interaction with local authorities.
Support with security clearances, invitation letters, and visas.
Support programme staff to negotiate with local authorities.
Any other tasks as required and within the spirit of the present Job Description.

Knowledge of the context in the Middle East and in Libya in particular
