Safety & Security Coordinator, El Savador

Job Profile:
Counterpart International is currently seeking a Safety and Security Coordinator (SSC) to to carry out activities related to the safety and security of the field office and manage logistical operations. The SSC will build safety and security capacity for the Project and serve as the primary point of contact for country security and logistics. This is a full time position based in San Salvador, El Salvador. This position will report to the Chief of Party with a dotted reporting line to the International Security Officer (ISO) based in HQ . This is a locally-based position; Salvadoran citizens are strongly encouraged to apply. Previous field experience in El Salvador highly desirable.


Primary Responsibilities

Perform field office safety and security assessments throughout El Salvador.
Develop and maintain all safety and security strategy, policies, and procedures for the El Salvador Project, and ensure they are timely communicated to all staff, visitors and technical consultants. Safety policies must be in compliance with the local regulatory framework.
Assess Project activities and their impact on staff safety and security and make recommendations to reduce staff vulnerability.
Work to secure the safety of Project events and staff, including incorporating security strategies into project planning and implementation.
Build working relations with external agencies UN, government offices, police, INGOs and other sources to enhance knowledge of potential security threats that could impact Counterpart.
Participate in Incident and/or Crisis Management teams, as emergency situations arise.
Attend meetings and conferences, and debrief on any issues related to safety and security that may impact Counterpart programs.
Advise staff and management on exposure to risk, potential impact and liability.
Be willing and able to respond remotely, or in-person, to emergencies 24 hours per day, 7 days per week.
Maintain an up-to-date security plan consistent with Counterpart standards and ensure that all staff have read and fully understand its content and support the COP in enforcement of those standards.
Develop and implement a security training plan for all staff, ensuring that training competencies are met and share results with Counterpart’s ISO.
Develop, record and store security briefing materials and ensure that all new employees, international or national, receive appropriate security orientation within 24 hours of arrival in the field.
Strengthen and apply office and residential facilities’ security standards and selection procedures.
Ensure proper use of the security incident reporting system and share information among Counterpart staff and with other NGOs as appropriate.
Prepare regular safety and security reports for as requested by the COP / DCOP/ ISO.
Regularly assess communications needs at post, ensure availability of appropriate communications technology, update and test the emergency communication system regularly.
Ensure all Counterpart vehicle movements are authorized, monitored and tracked using appropriate systems.


Qualifications
Required:

Minimum of three (3) years of relevant work experience, or equivalent combination of education.
Practical field experience in security management (e.g. direct INGO security management).
Ability to implement mass messaging communications systems, phone trees, and security information systems as requested.
Proficiency in written and spoken Spanish
Ability to work within a multi-cultural and diverse team
Experience and knowledge of personnel and organizational security issues, including conducting threat/risk assessments, performing security management and awareness in an insecure environment, and managing related logistics, procurement, services, and planning.
Experience of incident reporting, compilation of security reports and assessments.
Ability to adapt to needs and balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination.
Strong report writing, analytical and interpersonal skills.

Preferred:
A security qualification or advanced security management training preferred
Proficiency in written and spoken English
Experience in training or coaching staff, preferably on issues in safety and security.
