Area Security Advisor - Syria

Our Ideal Candidate:

We are seeking a university graduate in relevant field, with a minimum of 5 years of experience working as a senior Security Advisor in a humanitarian/recovery context or in a hostile environment

Previous experience working in complex and volatile contexts is essential. We are particularly looking for someone with experience working in the Middle East region; knowledge of the context in Syria is highly preferred.

Position Description:

Specific Responsibilities related to this position include:
Provide the area office’s Senior Management Team with regular analysis of the context and the actors in all areas accessible remotely by NRC teams or partners;
Support the area office’s Senior Management Team with establishing and maintaining contacts with the authorities in the areas of operation and in neighbouring countries;
Advise the area office’s Senior Management Team on the best ways to ensure safety and access are duly factored into programmatic as well as operational planning, decision-making and implementation;
Work closely in conjunction with the Access Officers in the field, the partners’ focal points, and SRO’s Risk & Security Adviser to ensure a common understanding of the safety and access issues that can inform the above;
Develop and maintain updated security protocols for staff movement and operations inside Syria (including hibernation plans; Proof of Life procedures; Fire Safety Plans; critical incident management protocol; etc.). Propose any additional protocols if needed;
Support Implementing Partners in managing safety & security and carrying out sound (security) risk assessment relevant to the programs they implement on NRC behalf;
Facilitate information management and dissemination amongst others through weekly context updates as well as ad-hoc security notices;
Provide quantitative and qualitative data to programme and support staff regularly and upon request.
Liaise with other research, analysis, and security professionals insofar as is necessary to support contextual analysis and security advice.
Work closely in conjunction with HR to develop and maintain updated Syria-specific security and Duty of Care policies, protocols and guidelines in full compliance with all aspects of NRC Global policies;
Together with HR, be the focal point for implementing duty of care if / when incidents happen to NRC staff or partners and advise the area office’s SMT on any necessary steps to be taken;
Regular reporting to SRO Risk & Security Adviser and provision of qualitative and quantitative inputs and ad-hoc assigned tasks.
