Consultancy : Technical Field Manager - Survey, EOD, IEDD - IRAQ (North East)

JOB CONTEXT :
The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighboring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Seven years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of health and psychosocial support care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

Humanity & Inclusion (HI) is managing a large humanitarian program from four different hubs (South, Centre, North and North-East), along four main pillars:


Provision of comprehensive rehabilitation services (physical and functional rehabilitation services, psychosocial support and/or prosthetics and orthotics) through direct provision of services and/or support to structures/organizations (hospitals, care houses, psychosocial support centers, local NGOs);


Emergency response to the basic needs of vulnerable people affected by sudden crisis, through one-shot distributions of food baskets, household essential items and hygiene kits, and through the management of an adapted humanitarian coordination mechanism for emergency responses;


Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas;


Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.

In 2018, HI intends to launch a new clearance program in the North East Hub. The project aims at protecting the population living in contaminated areas through Community Liaison and Explosive Ordnance Disposal activities.

YOUR MISSION:
As the Technical Field Manager (TFM), your main duties will be:
To train the local staff in preparation for deployment to the field
-Contribute to the recruitment and training of the survey/EOD/IEDD teams and provide refresher training as required;
-Ensure team members are adequately trained and equipped prior to deployment to the field;
-Identify opportunities for staff capacity building and design and implement training programmes;
-Ensure all produced materials and tools are in line with HI SOPs and UNMAS/IMAS and respect technical guidance and quality standards.

To ensure the safe execution of the EOD/IEDD project in designated base according to internal SOPs
-Assist in the creation and ensure the implementation of work plans for survey/EOD/IEDD operations;
-Ensure the deployment of 1 EOD/IEDD team, guaranteeing compliance with regulations and methodology in force;
-Ensure accurate and consistent data management and monitoring.

To conduct regular Quality Assurance (QA) on survey and EOD/IEDD teams

-Ensure a high level of quality assurance of activities using the appropriate internal guidelines and technical tools;
-Report any non-conformity to the Chief of Operations and recommend corrective measures;
-Seek the continual improvement of HI’s operations in terms of efficiency and effectiveness, in coordination with the Chief of Operations.

To support logistics and administration
-Support the logistics team in the identification and procurement of required equipment using HI’s internal templates and respecting logistic and administrative procedures.
-Ensure proper use and storage of equipment.

To undertake other relevant tasks if need be

YOUR PROFILE :

Technical skills

-You hold a technical qualification EOD3+ and are High Risk Search trained (former RESA, Search team Commander)
-You are qualified in EOD/demining to advanced level and IEDD qualified
-You have proven experience in IEDD operations / High Risk Search
-You have a recent field experience in a similar role, either in the NGO or commercial sector
-You have a good knowledge of Humanitarian Mine Action/IMAS and understand project management within the humanitarian sector

Transversal skills
-You have good training and mentoring skills as well as good computer skills ((Pack Office, Excel, Arcmap)
-You are fluent in English - Arabic and/or Kurdish are an asset

Personal skills

-You have real motivation and commitment to humanitarian ideals, the job assigned and the organisation’s mandate
-You are able to integrate into the local environment including awareness of social, political and economic aspects of the country
-You have the ability to work, speak and behave in full respect of the principles of independence, neutrality and impartiality, in particular with regards to the different parties to the conflict.
-You are used to live in the field within a team and respect the rules of collective living

CONDITIONS:
Starting date : ASAP
Length of the contract: 9 months


Remuneration :

Fees : from 6000 € and more depending on your experience
Accommodation : provided by HI in shared guesthouse
Insurances : Liability + HMA specific insurance
R&R: 40 days of R&R over 9 months* : the rotation depends on the program policy (HI covers the transportation costs from the site of mission to the R&R destination up to a ceiling fixed by the program)

The R&R policy is reviewed on a regular basis and should evolve in near future.
National holidays : you will benefit from 10 days-off per annual calendar Flight ticket : return ticket for departure and arrival
