Post Description:
The incumbent provides support to the Afghanistan Uniformed Police on planning, reviewing, and implementing processes required by the Ministry of Interior.
Principle Duties:
Provides subject matter expertise and mentoring on a wide range of law enforcement operational, administrative, procedural, and technical law enforcement matters.
Provides high-quality guidance, advice, and mentoring to law enforcement counterparts.
Coordinates as required with RS staff and other elements to resolve issues and concerns.
Coordinates all efforts and technical advising with NATO, and other international partners involved in the development and implementation of initiatives to improve the institutional capacity and professionalization of the Afghan Uniformed Police.
Submits reports, assessments and meeting notes, as required, by Afghanistan Uniformed Police Senior Advisor.
Supports the Afghanistan Uniformed Police Senior Advisor to deliver effective advising in support of the Ministry of Interior and on behalf of NATO advising efforts.
Utilizes expert police experience to advise and supports both Afghan senior police leaders, and NATO advisors.
Provides comprehensive guidance, advice, and mentoring, while building institutional capacity, and assisting in the implementation of the Ministry of Interior Strategic Plan.
Assimilates complex information quickly, weighing up alternatives and making sound, timely decisions. Gathers and considers all relevant and available information, seeking out and listening to advice from specialists. Asks incisive questions to test facts and assumptions, and gain a full understanding of the situation. Identifies the key issues clearly, and the inter-relationship between different factors. Considers the wider implications of different options, assessing the costs, risks and benefits of each. Makes clear, proportionate and justifiable decisions, reviewing these as necessary. Additional Duties:
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The incumbent is required to undertake operation deployments and/or TDY assignments both within and without NATO’s boundaries. Essential Qualifications: Professional/Experience
A minimum of 10 years of related experience as a full-time civilian Law Enforcement Officer within a Civil Law Enforcement entity, of which at least 3 demonstrable years’ experience at the Senior management/senior level command in one or more of the following disciplines: project development, executive leadership development, internal investigations, intelligence, community policing, logistics and resource management, operations/unit management, policy reform and restructuring. Military Police experience is viewed favourably, but does not count toward the experience requirement.
Demonstrated ability to build and maintain key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable the implementation of policies and programs.
Experience in national or multinational military HQs.
Education/Training
University degree or professional equivalent.
Graduate of a State-Accredited Law Enforcement Academy.
Hostile environment training. Language
English: Good level of written and spoken language skills.
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
Desirable Qualifications: Professional/Experience
Previous multinational experience.
At least one (1) Year of international experience in Law Enforcement Operations and Reform.
Knowledge of capacity building.

The individual should be adaptable to work outside normal duty hours and be called upon to travel as part of their duty.
A self-starter with good communication skills who requires little to no guidance in the completion of tasks.

The work involves the analysis and research of a complete task with recommendations affecting the plans and management of the organisational element.
Work Environment The work is normally performed in a typical Office / Secure Facility environment. Slightly Undesirable Conditions apply. The risk of injury is categorised as: No Risk. Risk might increase when deployed. Remarks The employee is required to attend standardised annual in-theatre training. Possess a valid driver’s license. Benefit Package: Monthly salary of € 7,281.00 (Tax free in the host country). Daily Allowance of € 84.68 while working in Afghanistan. Installation allowance of ½ initial monthly basic salary. Start and End of Contract paid transportation from residence to theatre and return. Two days of annual leave per month. 7 days "Leave from Theatre" plus reimbursement of travel expenses up to 1000 Euro for every 6 months spent in Theatre. Medical Insurance from Cigna (including death and disability coverage), small fee charged plus 50% of monthly premium covered by RS HQ. Free accommodation in the camp. Meals of good/reasonable quality available to purchase. Laundry is at a nominal charge through the contracted laundry company. Clothing Allowance of 400 Euro per year. Medical and Immunization package prior to deployment.
