Senior Advisor, Embedded Police

Job Summary
Embedded Police Senior Advisor shall establish and develop an effective working relationship with Senior Afghan Police Commanders, GIRoA officials and the international community.

Principal Accountabilities

Work with the unit commanders (Brigade sized unit) to develop the following (not exhaustive):
Unit training plans (requirements, syllabus, schedules)
Operational activity plans
Unit SOPs & work schedules
Human Resources Policy/Recruitment/retention & Vetting of Staff, within the wider Afghan National Police Framework
Force Management plan
Communication and Outreach Plans
Intelligence gathering and sharing to inform: BOLOs, new TTPs, force protection changes at Check Points, targeted vehicles for screening, etc.

Conduct needs assessments and work with Afghan and International counterparts to procure necessary equipment and training
Coordinate the activities of mentors and advisers at lower unit levels and synchronize efforts of such advisers.
Assist the Afghan National Police to develop appropriate and Afghan sustainable technological solutions to address security issues.
Provide assessments of unit capabilities against established metrics.
Perform other duties as assigned.
Knowledge & Skills

Project and program management experience with demonstrable success in change management within a security policing/counter terrorism organization
Ability to process and analyze information and data; experience of drafting reports, policy documents and guidelines
Demonstrable knowledge and implementation of human rights standards and gender awareness within Policing operations
Culturally sensitive with strong liaison inter-personal skills
Must have a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.
Experience & Education

Worked as a police officer in a Metropolitan Police Department or equivalent with greater than 1000 sworn officers in roles involving public order and security and (non- investigative) counter terrorism.
Captain or higher (US Military Equivalent Lieutenant Colonel/O-5/OF-4)
No revocation of any required licenses while serving in law enforcement “no criminal record”
Experience of drafting specific Standard Operational Procedures added to a demonstrated experience of field command and control of large scale police operations involving the participation of over 500 officers at a single event/operation
Experience in the delineation of responsibilities between different Police Units and departments
Management experience in the field of police security units, both static and mobile, with regard to operational and strategic issues, including:
Mass vehicle and personnel search
Checkpoint operations
Integration of technology in security operations
Use of Force and Firearms
Experience in the delineation of responsibilities between different Police Units and departments
Experience of policy development in police security/counterterrorism training and developing curricula and educational material for initial and continuing professional training; experience of delivering topic-related lectures, workshops or seminars covering counter terrorism, public order and security
Experience in major crowd control events management
Physical Requirements/Working Environment

Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
Must be able to operate in harsh and austere conditions of Afghanistan
Travel

Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
