Corporate Security (CS) is the Global Function that provides strategic advice and assurance to the Shell businesses regarding all aspects of security. The Regional Security Advisor Americas will be
instrumental in supporting and advising both Corporate Security (CS), its key internal stakeholders (businesses and functions), and its external stakeholders on complex business opportunities. The RSA has regional coverage of high-threat low-footprint countries, areas of business development (upstream, downstream, divestments and capital projects). The role will be instrumental in training delivery and competency building throughout the CS regional team. The RSA will have full delegated authority as the Deputy Regional Security Manager and will fulfill the Country Security Manager (CSM) deliverables as identified and required.
Accountabilities
Act as CSM for low-business footprint countries throughout the Americas region but specifically in the Latin American countries where a CSM position is not justified. Provide all CSM responsibilities and deliver all aspects of security requirement to business travelers
Work closely with and influence Country Chairs and Business Leaders, participate in crisis management teams and maintain liaison to external organizations and governmental agencies with influence
Ensure compliance and implementation of Shell Group Security Standards across Shell operated entities and influence any non-operated entities and business partners in the country
Identify and develop all relevant security deliverables for business development and deal teams for new market and new country entries in non-footprint countries; provide threat identification and analysis, risk assessment and security plans
Liaise with and set up contracted security when required for a broad spectrum of security delivery
Provide security management, support, and/or advice to all major projects, and other complex Business Opportunities in the region as required and in support of the regional team
Deputize the Regional Security Manager as delegated
Provide specialist coaching, guidance and training for security managers across the Americas region (CS, Real Estate Asset Protection (REAP) and business security managers/focal points). This includes on-boarding and mentoring new CSMs and broad competency development of the security skill pool in the region
Ensure continuous improvement by identifying best practices across the region/globally and sharing knowledge – also to the wider function – e.g. through webcasts and (online) trainings
Develop and act as the ambassador and focal point for the ‘Delivery of Enterprise Security Systems (DESS)’ in the Americas region with strong connect in to the CS Strategy team
Act as a Security SME in Shell Group audits as required
Dimensions
The RSA will report into the Regional Security Manager (RSM), but will be expected to interact on the RSMs behalf with senior leaders for projects and activities
The region hosts a broad range of businesses and assets; this includes Integrated Gas, Upstream onshore and offshore, Downstream and exploration activities such as some of the Group’s major Upstream and Integrated Gas assets, Downstream facilities and business headquarters
Special Challenges
The RSA will manage security in a complex environment including high-threat countries. Emphasis is required on stakeholder management and relationship building skills to ensure security is a credible business partner
The geographic area of responsibility can be subject to change due to business opportunities (exploration, mergers and acquisitions, and divestments). The incumbent needs to be capable to work through multiple project phases in multiple areas simultaneously, often to tight timelines
In non-footprint countries, the advice given by the incumbent may have greater strategic and decision-making impact. The role requires the capacity to understand the strategic intent and impact of security advice and risk mitigation strategies
The Regional Security Advisor functions as the formal Deputy to the RSM. As such, the RSA is required to have the relevant security risk management experience, business partnering skills and communication skills to influence senior stakeholders
Requirements
Minimum twelve (12) years’ experience in physical security, law enforcement or government/military security required
Experience and/or prior service with a major Oil, Gas, or Petrochemical corporation strongly desired
Proven track record of implementing and managing initiatives in a multi-country environment and across business groups
Executive Protection experience desired
Functional knowledge of security related issues within the Oil, Gas, or Petrochemical industry desired
Practical experience working in a high-threat NGO environment preferred
Proven and extensive briefing experience to senior staff/management desired
Must be a High-caliber security professional with demonstrable relevant team and security risk management experience
Must have a good understanding and experience of project security, including project governance and assurance requirements
Proven track record of training, mentoring and team development delivery. Excellent presentation and facilitation skills, capacity to embed new ways of working
Robust understanding of, and solid experience with, physical security principles and their impact on the mitigation of threats against people, assets and information. Demonstrable understanding of security industry trends and technological development
Experience in emergency response planning and implementation, including Incident Command System (ICS) and National Incident Management System (NIMS) desired
Strong understanding of the range of security threats and risks Shell could face across the region
Must have strong communication skills – both written and verbal – to build credibility with senior stakeholders, and develop and maintain a credible security network
A pre-existing network of relevant external stakeholders (law enforcement agencies etc.) is desirable
Graduate degree level or relevant experience is highly desirable
Spanish and English fluency
Additional Skills:
Good assessment, analytical, physical security, security systems and facility design skills desired
Functional knowledge of U.S. government regulations (MTSA, CFATS, TWIC, C-TPAT) and civil/criminal laws that affect security operations in the United States related to the Oil, Gas, and Petrochemical sector
Ability to communicate effectively with individuals at various levels within the Shell organization
Ability to provide both written and verbal briefings to multiple stakeholders
Ability to communicate with other Oil, Gas, and Petrochemical industry company security personnel and with local, state, federal law enforcement and government agencies
Self-starter; ability to work independently with minimal supervision
Security Clearance:
Must currently have, or be able to obtain a U.S. National Security Clearance at the “Secret” level, “Top Secret – SCI” preferred.
Travel Requirements:
Available to travel up to 50% of the time for periods of up to 2 weeks.
