Security Operations Assistant-UNDSS

BACKGROUND
The overall mandate of the United Nations Department of Safety and Security (UNDSS) is to provide leadership, operational support and oversight of the security management system to enable the safestand most efficient conduct of the programmes and activities of the United Nations System. UNDSS has it’s headquarter in New York and have operations in more than one hundred countries.

UNDSS Bangladesh is supporting the UN Agencies, Funds and Programmes in Bangladesh, through security advice and guidance so to enable the UN agencies to conduct their operations in the safest way possible as well as enabling the safety and security of UN staff and assets nationwide.

DUTIES AND RESPONSIBILITIES
Summary of Key Functions:
Implement operational strategies of UNID Pass system for UNSMS Bangladesh;
Administer UNID Card for all personnel of UNSMS/AFP organizations;
Manage ID card database and central MIS for UN Bangladesh;
Issuing appropriate access control identification badges
Manage UN ID card equipment and machines.
Manage ID card inventory and printing materials and KVM switch.
Undertake additional tasks as assigned by Security Advisor/Deputy Security Advisor.
1. Implement operational strategies of UNID Pass system:
Maintain accurate and comprehensive electronic database pertaining to Identity cards/passes of personnel under UN Security Management System.
Screen and verify all supporting documents for identity/access card requests as per existing Standard Operating Procedure (SOP) and in coordination with Human Resources (HR) sections of UN Agencies, Funds and Programmes.
Design various types of identity cards/access passes.
2. Administer UNID Card for all personnel of UNSMS/AFP organizations:
Handle and process requests from all UN Agencies Funds and programmes with regard to issuing of identity cards, for approval of Security Advisor.
Process, produce and issuance of UNID Card among UNSMS/AFP personnel, consultants, visitors, and retirees following Standard Operating Procedures (SOP);
Maintain proper record of processed, delivered, returned and expired ID cards.
3. Manage ID card database and central MIS for UN Bangladesh:
Ensure ID card and Central MIS database is up to date updated or new information.
Manage the regular backup system for ID card database for emergency purposes or situation.
Update individual records to reflect changes in information related to identity programme and maintain user friendly electronic and hard copy filing system.
Generate periodic reports related to identity programme as requested by the management.
Maintain confidentiality of the information related to the identity programme database.
4. Issuing appropriate access control identification badges:
Issuing appropriate access control identification badges according to approved policies by UN agencies.
Process and issue Identity cards for support stuffs and visitors as par agreed agency specific access right.
Schedule periodic disposal of expired or faulty cards.
5. Manage UN ID card equipment and machines:
Ensure that ID card machines and equipment are properly maintained and kept functional at all times.
Schedule periodic servicing of the equipment, printers and machine.
Maintain effective communication with vendor for troubleshooting and servicing in timely manner.
6. Manage ID card inventory and printing materials and KVM switch:
Conduct periodic inventory of the stocks of blank ID cards, ribbons and films for the printers, stationary and other consumables.
Provide annual budgetary requirements for ID equipment, stationery and other consumable needs.
7. Additional tasks as assigned by the Security Advisor:
Train additional security staff on identity programme.
Provide assistance to UN Radioroom activities whenever needed.

REQUIRED SKILLS AND EXPERIENCE
Education:
Bachelor Degree in ICT / IT /EEE/ CSE from any recognized institution
Experience:
A minimum of 2 years of experience in the field of ICT, Electronics Field preferably in any international organization;
Proficiency in use on SQL server, MS Office tools, anti-virus and firewall, and access control devices is essential;
Practical knowledge in use on Photoshop & Illustrator;
Prior knowledge in handling ID card database system;
Sound knowledge on Google earth, zone warden management system and access systems such as turnstile high gate, biometric access systems would be added advantage;
Language Requirements:
Excellent in writing and spoken English; other relevant languages will be considered as a plus.
