SECOURS ISLAMIQUE FRANCE is recruiting a Security and Logistics Coordinator based in Pakistan.
Based in Islamabad, the Security & Logistics Coordinator is managing and supervising both logistics and security of the mission. He/She will be responsible for ensuring the efficiency of logistics, the necessary support to the programs and will ensure the safety and security of all SIF staff, locations and assets in Pakistan.

He/she is:


Part of the Coordination Team (Senior Management Team)


Responsible of the complete safety and security management framework


Responsible of risk management and risk analysis


In charge of implementing and supervising the security plans and tools on the mission


Responsible of the respect of logistic procedures


Coordinating the logistics activities of the whole mission in close collaboration with the project staff and the support staff


Responsible of the mission access management


In charge of ensuring context monitoring and reporting

Mission/ Role:

Responsible of the complete safety and security management framework
Propose and develop a strategy of security management with adequate resources and assets
Identify and monitors threats, assess SIF vulnerabilities and recommend adequate measures in terms of mitigation and risks reduction


Conduct risk assessments, data collect and analysis


Implement the general security policy in collaboration with the Head of Mission


Implement and update the security plans and tools on the mission


Receive the alerts and lead the incident & crisis management


Follow and analyze closely the whole environment, the context and changes of dynamics, the actors


Provide credible information and contextual understanding of localized and country-wide security situations and incidents along with appropriate advice to SIF field and program management staff


Ensure proper Coordination on all safety and security issues and develop relevant networking

Coordinates the logistics activities of the whole mission
Make proposals in collaboration with HQ, for the implementation and the improvement of logistic procedures of SIF mission
Define the procurement plan of the mission and ensure its implementation
Ensure implementation of SIF and donor Logistics guidelines & procedures within the region
Ensure that the local legislation is respected and that a legal framework is established
Participate to the Weekly Coordination Meetings

Manage the Logistics team
Directly manage logistics national staff
To manage the logistic staff: briefing, planning, follow-up, management, performance interview, technical capacity buildings, etc.

The task list is neither exhaustive nor restrictive and is evolving according to the needs of the organization.Being an association with limited resources, versatility and flexibility are necessary in order to overcome any difficulty temporary and exceptional.

The employee may be requested to perform other tasks in accordance with it job category, in case of need related to the functioning of the Association or to changes in its policy and it organization, and respecting the pattern of fixed-term contract.

· Profile:
At least 4 years of experience in INGOs
Minimum 2 years of expatriation as Logistic Coordinator or on a similar position
Significant experience in security management within insecure and volatile countries
Significant knowledge of humanitarian environment, donors, procedures and guidelines, accountability frameworks and best practices in emergency management
Knowledge of donors environment and guidelines.
Extensive knowledge and experience in logistic planning, budget management, reporting writing.
Knowledge and understanding of project management tools (Logical Framework analysis, project cycle management, objectives and indicators, etc.)
Strong leadership skills and supportive management style (experience in managing national and expatriate staff)
Strong communication skills, with excellent written and spoken English
Experience in working in insecure environments with responsibility for security planning, monitoring and management
Good knowledge and management of Windows systems, MS Office suites, especially Word and Excel
An understanding of and commitment to SIF’s mission and values is necessary

Working conditions:
Starting date : As soon as possible
French fixed term contract : 9 months
