JOB DESCRIPTION
Under the responsability of the Head of Programs, the HMA Coordinator will be responsible for:• Supporting the Technical Unit and the Program Unit in the definition of HI’s operational strategy for humanitarian mine action (HMA)
• Supporting the Program Unit in the development of HMA proposals and in HMA fundraising
• Providing leadership, facilitation and support for the implementation of HI’s action plan for clearance activities
• Supporting the Support Services Department in the definition and the implementation of HR plans, logistic plans, and financial plans for clearance activities
• Supporting the concerned hub(s) (Area office(s)) for need assessments, access negotiations, feasibility studies, preparatory steps, and implementation of clearance activities
• Providing support for the implementation of HI’s mapping and marking activities, when relevant/needed
• Sharing responsibility with the Technical Unit and the Head of Mission for representation with HMA actors and donors

REQUIRED PROFILE
Education:
Higher education (through a degree and/or equivalent professional experience) in social sciences, management or other discipline related to the profile
Experiences:
At least 5 years Humanitarian Mine Action (HMA) experience, implementing and developing HMA projects
Experience developing and implementing clearance projects
Demonstrated experience in writing proposals and obtaining funding for these proposals
Experience working with multicultural and teams in various sectors, both internal and external to the mission or programme
Experience in mobilizing and managing resources for clearance projects (HR, equipment, budgets)
Experience in the monitoring and evaluation of development projects
Experience of managing remotely due to geographic distance
Previous experience in the Syrian crisis and/or in the Middle East is a strong asset
Previous experience with Handicap International is a strong asset
Competencies:
English mandatory (oral and written)
Arabic is a strong asset, French an asset
Sound understanding of Mine Action pillars and commitment to humanitarian principles
Project cycle management
Strong writing and reporting skills
General computer skills (use of MS Office package, Internet, Skype)
Personal qualities:
Strong communication skills
Strong interpersonal and intercultural skills
Ability to work under high pressure and without constant supervision
High level of motivation and proactivity
Good negotiation skills
Excellent organizational skills with the ability to coordinate activities and projects
Excellent communication and interpersonal skills and ability to establish relationships with people from military government, development and community background
Excellent people management skills
CONDITIONS
Starting date: 15/03/2018
Length of the contract: 12 months
Salary from 2750 € gross/month depending on the experience of the candidate
Perdiem: 596.40 € net/month
Insurances: medical health coverage, retirement planning, repatriation
Paid holiday: 25 days per year
R&R: 1 day every month
Status: family/couple status possible
Housing: individual or collective housing fully covered by Handicap International
