Job Description:


RIIS has a requirement for a Range Operations Manager to serve as the primary Range Lead in support of the WFF/WTA effort for US Forces—Kuwait. The Range Operations Manager will report directly to the WTA Country Manager and ensure the proper integration and synchronization of all Range operations. The Range Operations Manager is the primary operational POC to ensure that all administrative, operational and logistical requirements are adequately planned, resourced, executed and accounted for in support of the Udairi Range Complex in Kuwait.

Required Hours:

Standard work week will be six (6) days per week for up to eight (8) hours per day while at OCONUS work site(s), and a standard 40 hour work week while at CONUS work sites.

Responsibilities:

The Support Operations Manager reports directly to the Country Program Manager and shall be responsible for the following:
Provide leadership and direction for an integrated Range support team to ensure all training activities are fully resourced.
Provide centralized, integrated, and automated command, control and planning for resource distribution management operations for the Udairi Range Complex in Kuwait.
Operate and maintain the Range Facility Management Scheduling System (RFMSS)/Arc Geographic Information Systems (GIS) hardware and software systems to support customer requirements.
Develop all reports as directed in support of the WTA Program.
Coordinate directly with training units and other authorized organizations for all range facilities and training areas.
Establish priorities and coordinate the daily operational requirements with logistics operators in the areas of supply, maintenance, material program, procurement, and fleet management.
Responsible for ensuring the enforcement Safety standards on all ranges and or training areas in accordance with DA PAM 385-63.
Provide technical advice and subject matter expertise for all Range activities / functions. Interface with the Government, subcontractors, and local vendors to ensure range operations and training are fully resourced.
Maintain oversight of all logistics requirements necessary to accomplish training.
Develop, consolidate administrative and logistics reports; routinely reporting to the Country Program Manager on the status of all open, on-going and completed support activities.
In coordination with functional area members, develop long-term sourcing strategies to improve efficiency in supporting all range training requirements.
Propose innovative business solutions and technical approaches to ensure business area and program success.
Perform other duties as required.


Required Qualifications:
Minimum of 8 years’ military experience in range operations supporting force training and readiness; preferably in Combat Arms.
Strong leadership, interpersonal skills and experience leading a team
Experience working with coalition units
Excellent written and oral communication skills.
Knowledge of Microsoft Office (i.e. Word, Excel, PowerPoint and MS Project).
Highly proficient in reading and using a map, giving and accepting directions in topographical terms, and in communicating map information with other members of the Range Operations Team.
Collaborative work style, fostering cooperation and teamwork.
Ability to exercise good judgment and insight, to understand the overall effect of decisions.
Ability to prioritize responsibilities in order to handle a demanding workload.
Detail-oriented with a high degree of accuracy.
Ability to work effectively with employees and management of all levels.Other Requirements
Must possess or be able to obtain and maintain a Common Access Card (CAC)
Must have a valid driver’s license, able to obtain a US Government Motor Vehicle Operator’s License and Kuwait Driver’s License.
U.S. Citizenship status is required as this position needs an active U.S. DoD Security Clearance as of day one of employment
Meet medical requirements for position as determined by a pre-employment medical screening & published CRC and USCENTCOM medical deployment standards
Walk or stand on level and/or inclined surfaces up to 8 hours/day & sit for up to 3 hours/day; climb/descend stairs; grasp or handle objects; use finger dexterity; bend elbows/knees; reach above/below shoulders; read/interpret typewritten print; communicate by voice & detect sound by ear.Desired Qualifications:

Prior CTC (NTC/JRTC/JMRC) experience as an Observer/Controller or extensive CTC experience as BLUFOR/OPFOR.
Two years of experience as a contractor in a similar role.
Experience working with interpreters.Required Education:

Bachelor's Degree in Training, Management, Business or a related field from an accredited institution and eight (8) years’ work experience. Eight (8) years of additional equivalent work experience (16 total years) may be accepted in lieu of BA/BS education requirement.
Able to complete the Range Operations Professional Development (ROPD) Program IAW AR 350-19 within 30-days of hiring.

Contractor personnel shall comply with all theater command policies, regulations, and General Orders. All tours are unaccompanied.

Must have an ACTIVE/CURRENT U.S. SECRET Security Clearance
