Cordaid is looking for a Security Advisor in the Middle East and North Africa (MENA) region

Introduction

Cordaid as member of the Caritas Network works closely with national Caritas Iraq and Syria, and other international NGO’s, present in the country. Since 2014, Cordaid is also an active member of the Dutch Relief Alliance (DRA) where 13 INGOs and Dutch INGOs jointly implement a humanitarian response programme in Iraq and Syria. Cordaid programme in Iraq and Syria combines WASH, Shelter, NFIs, CBI, health, livelihood and recovery activities as an approach to increase resilience and as a way to effectively promote ‘Linking Relief, Rehabilitation and Development’ (LRRD) in humanitarian crises.

Position and responsibility

The Regional Security Advisor provides support at regional level for security leads and Country Directors across the 'MENA' region.

He/she is responsible for ensuring that country security strategies are developed, implemented, monitored and reviewed in line with Cordaid policies, standards and requirements. He/she will also play a critical role in ensuring that country teams are sufficiently resourced and skilled for security management appropriate to their country context.

**General objective of the posting
**Develop accurate countries security management plans for each country program, within two months of start of programming, and that staff is fully aware and briefed on the contents.
Ensure that each plan is revised and updated as needed, when there is significant change in the internal or external context, but not less than twice per year
Ensure that every field office in the country has an Hibernation, Relocation and (Medical) evacuation Plan, that every field location has a trained Security Focal Point, and that staff is fully aware and briefed on the contents.

**Specific objectives
**- Provide Security Risk Assessments and other security management documents as required;
- Provide appropriate advice to Cordaid managers and programme staff on the context and risk environment and required mitigating measures in the proposal and budget development phase;
- Monitor that country security management is in line with Cordaid’s policy, principles and in line with Cordaid’s risk threshold, and maintain regular contact with the Global Security Adviser in the Head Office;
- To maintain regular direct contact with the security backstop consultant in Erbil to arrange support (e.g. on Risk Assessments and Field trips to areas not accessible due to VISA or registration issues) and report as required;
- Monitor all communications from programs and operation related to security incidents and planning, and provide timely feedback and monitor movements for staff and vehicles during high risk field trips, if required;
- Make a minimum of four visits per year to each country to monitor security management;
- Provide a follow-up report with clear findings and actionable recommendations after each visit;
- Maintain a database of security incidents in the region based on INSO reports and other sources and inform staff by email/text message if required;
- Provide timely feedback on questions and technical assistance requests from Cordaid Staff;
- Identify, create and maintain a network with NGO/UN and other security resource persons in the region;
- Facilitate regional NGO security coordination through networking, collaboration and coordination with humanitarian actors;
- Ensure daily provision of latest security events and analysis to the region and the CD and HO security advisor.

**Qualifications
**- University degree in a field relevant to security management in a humanitarian assistance context;
- Minimum 4-6 years of non-profit or NGO work experience in international safety and security, humanitarian assistance programs, with demonstrated capabilities in planning, organizing and executing security management operations including incident and crisis management;
- Police/military experience in peacekeeping settings may be considered an asset;
- Demonstrated understanding of humanitarian principles, codes of conduct, and NGO organizational culture;
- Demonstrated experience and understanding of contextual dynamics and local actors to the conflict in Iraq, Syria, Turkey and Lebanon;
- Thorough familiarity with acceptance-based models of security management;
- Proven analytical skills, ability to give insight into complex issues;
- Skilled in influencing and obtaining cooperation of individuals not under supervisory control; able to work as member of multinational team and manage a variety of external and internal relationships to achieve results;
- Demonstrated ability to transfer knowledge through training and mentoring;
- Self-motivated quick starter and able to work effectively without close supervision;
- Reliability, calmness under pressure, excellent soft skills;
- Advanced knowledge of communications technology, including VHF & HF radio systems, satellite communications, tracking devices, etc.;
- Fluency in English is mandatory, Arabic is a plus and Kurdish is an asset.

Specifics of station

The Regional Security Advisor will be based in Iraq, Erbil, with 50% field travel.

Contract information

The contract period is for 6 months starting as soon as possible, with the intention to extend for a longer period. We offer a Cordaid contract with a competitive salary and a benefit package which includes R&R, a comprehensive insurance cover, social security and pension contribution, a holiday allowance, 13th month, hardship allowance and cost of living allowance (if applicable).
