Job Description
Programme Background

The Justice System Support Programme (JSSP) aims to support the Government of Pakistan’s leadership of rule of law reforms and improved criminal justice system performance. The programme is being implemented by Adam Smith International and as part of the cross-UK Government Pakistan Rule of Law (RoL) Programme 2016-20. The expected outcome of the Pakistan RoL Programme is increased public confidence and trust in rule of law. JSSP is designed to complement UK Government support to justice sector accountability and empowerment of citizens to access justice in KP and Punjab.
Line Management



The International Police Adviser reports to and works under the supervision of the Punjab Team Leader (or their delegate) and in close coordination with the programme’s Police Advisor and other technical advisors.


Expected Areas of Support

The International Police Adviser is expected to support JSSP in providing technical assistance to the Punjab Police to strengthen their existing systems and processes.

The International Police Adviser will:
Work closely with the Police Adviser to ensure international best practices are applied and upheld throughout JSSP’s technical support to the police, and accurately referenced and documented in all JSSP documentation shared with the Police and Home Department.
Support the Police Adviser in conducting technical research, analysis, extensive consultation with mid-ranking and senior staff, observing operations and developing recommendations for the Punjab Police.
Meet and consult with Police Officers and conduct field visits to crime scenes and local police stations to assess ground reality.
Provide advice and support on other work streams carried out by JSSP if requested by the Punjab Team Leader.
Ensure JSSP has a precise and up to date understanding of the plans and priorities of the Punjab Government’s institutions relating to policing.
Monitor the political context within which JSSP operates in Punjab with a view to identifying opportunities and risks to the programme, and developing effective responses by the programme.
Report to the Punjab Team Leader on engagement with counterparts, progress in implementing plans, results achieved, challenges faced, and decisions that have to be made.
Over the course of this assignment these terms of reference may change which could require the Adviser to adapt the scope of work and be flexible in the delivery of said work.


Skills and Qualifications Required

Experience and Skills
20 years of experience of in policing, particularly in conducting investigations and crime scene management of serious crimes. .
Deep, accurate and up to date knowledge of international best practice of investigations and crime scene management.
Demonstrated experience of leading or contributing to reforms and changes within investigations in multiple international jurisdictions.
Strong ability to draft high quality technical outputs such as advice to clients, drafting policy or procedures, standards, designing institutional reforms, or delivering training
Strong interpersonal skills and ability to build a strong, trusting and productive working relationship with both clients and colleagues.
