Project Overview and RoleThe Humanitarian and Stabilisation Operations Team (HSOT) is contracted through The Palladium Group by the Department for International Development (DFID) and the Stabilisation Unit (SU) to provide an operational team delivering humanitarian and stabilisation services worldwide.

The primary objective is to maintain the capacity of the HSOT Humanitarian Response Team to provide appropriate risk assessment and security to deployed HSOT staff, consultants and contractors and HMG staff deployed as part of a HSOT managed response. This will include locations where there is no established HMG security architecture.

This is a challenging enabling role at the forefront of HSOT?s support to DFID and HMG?s delivery of humanitarian and development efforts in hostile and fragile environments.

Strong team working skills are essential to work across departmental and cultural boundaries.

Salary: £56,910 per annum

ResponsibilitiesThe adviser will:
Provide early involvement in planning of deployments to ensure that operational plans remain feasible and that security aspects are considered and covered at every stage.
Provide up-to-date enabling security advice to the leadership and Response Managers to support planned and reactive deployments.
Produce accurate and timely risk assessments and Safety and Security Instructions (SSIs) to deployed staff.
Provide concise verbal and written briefs to support ministerial submissions, estimates and risk registers at senior levels up to NSC.
Engage across HMG and with other organisatons in UK and overseas to inform risk assessment and risk management.
Engage with non HMG agencies in UK and overseas to inform risk assessment and risk management and where necessary establish common assessments and MOUs. This includes UN/EU agencies such as UNDSS and European External Action Service (EEAS).
Act as the security manager for DFID deployed teams when required to mitigate reasonably foreseeable risks whilst allowing successful delivery by DFID in hostile environments.
Contribute to the development and maintenance of Standard Operating Procedures (SOPs).
Inform HSOT?s Hostile Environment Awareness Training (HEAT) provider of current threats, trends and training requirements to ensure coherence between operations and training.
Manage security and take operational decisions on HSOT managed staff deployments and movement on behalf of The Palladium Group (as delegated).
Undertake any other duties as appropriate to the position, as required.



Requirements
At least 10 years demonstrable experience in senior positions of security risk management that include hostile and fragile environments.
Demonstrable experience working alongside a variety of government and non-government actors and an ability to build effective networks.
A proven ability to communicate successfully with superiors, peers and subordinates face to face and on paper
A proven ability to work with limited supervision, demonstrate initiative and provide pragmatic solutions within a corporate structure.
An ability to deal with ambiguity and provide practical solutions
A clear understanding of corporate and cross HMG Duty of Care and risk management processes
