Role and responsibilities

Generic Responsibilities
Responsible for adherence to relevant NRC policies, guidance and procedures.
Accountable for advising the RD and Country Security Advisors (CSAs) on security risk management (SRM), in line with established NRC SRM policies, standards and procedures (as defined by the HO Security Section)
Accountable for reviews and feedback to CSAs on all security products (plans, reports, assessments etc.) to ensure they comply with NRC standards and ensure copies are sent to HO Security for filing. Acts as the technical reference/resource for the RD and CSAs within the region.
Serves as a member of the regional crisis management team, deploys to support country crisis teams within the region upon request, and contributes to the development of crisis management capacity within the region.
Accountable for maintaining a general overview of the security context within the region and briefs regional management on key security development and emerging threats within the region.
Acts as technical resource during the recruitment of CSAs within the region.
Provides quality control to country and regional office compliance with the NRC SRM policy and informs RD in case of non-compliance. Accountable for monitoring and support to the implementation of global Security initiatives from HO.
Accountable for reporting according to NRC reporting intervals compliance scores/issues to the RD and HO. Follows-up on compliance issue raised by the RD and/or HO and travels to conduct verifications upon request.
Training and mentoring of new CSAs in the region on NRC’s policies and systems relating to risk assessment, day-to-day operational security, and crisis management.
Responsible for a management culture, a working and learning environment in line with NRC's values and leadership/management framework

Specific Responsibilities


Direct responsibility for security risk management and day-to-day security support to CDs of Palestine, Turkey, Lebanon, Jordan, Syria and Iraq


All Cos in the region have in-country security advisors, but in case of prolonged absence/gaps Regional Head of Security assumes responsibility for security risk management support to CD


Provide recommendations with regards to accessing areas of operation in relation to political-security situation and potential barriers to access


Monitor press; social media; security/political risk analysis and other sources of information relevant for humanitarian operations and advocacy


Composition of Weekly and Monthly Reports on specific conflict dynamics and humanitarian implications – based on agreed priorities


Research and write specific reports to meet particular operational, security and advocacy needs i.e. on the stakeholder analysis, displacement trends, shifts in conflict dynamics


Present regional analysis to senior managers in regular meetings

Our Ideal Candidate:

We are looking for an experienced Regional Head of Security who have 5-7 years of experience working with security risk management, and critical incident management within the humanitarian field in complex and volatile contexts.

The ideal candidate will be a strategist and an analytical thinker who can influence security operations in the region and ensure appropriate and effective risk reduction approaches are in place.

If you are a strong manager who have a desire to leave an impact on the security field in the humanitarian field, this position is for you! You’ll be reporting to NRC Middle East Regional Director, and you’ll be engaged with interesting challenges working in one of the most complex contexts in the world.

Additional Information:

Contract period: 24 months

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Amman, 40% travel (Family Duty-Station).

Approved health certificate will be requested before contract start
