Police Peacekeeping Logistics and Development Subject Matter Expert - (1974)

We are currently seeking a qualified Police Peacekeeping Logistics and Deployment Subject Matter Expert (SME) for full-time, based OCONUS. Location TBD; Dakar, Senegal or Accra, Ghana.

Contract is for the African Peacekeeping Rapid Response Partnership (APRRP) Program in support of the US State Department’s Bureau of International Narcotics and Law Enforcement Affairs (INL).

The SME will collaborate with key officials in each of the selected Police Contributing Countries (PCC), to assist these countries in their efforts to develop, implement, and sustain processes and procedures across the spectrum of tasks required to generate, prepare, and rapidly deploy Formed Police Units (FPUs) to United Nations (UN) and regional peace operations.

SME will assist the PCC to develop a structured and documented process for force generation, which complements UN Department of Peacekeeping Operations (DPKO) guidelines. The SME will also assist in the development of performance goals/benchmarks and metrics for each stage of the force-generation and deployment process.

SME will be assigned to a PCC, co-located in both the headquarters and training centers of participating police forces, supporting the PCC’s development of standard operating procedures (SOPs) for force generation, fostering a proactive planning and training regime, and streamlining the deployment management systems for greater efficiency and timeliness. The SME will work independently from the Embassy, but consults as needed and requested.

The SME will be highly visible to the respective embassies of participating countries. It will require political acumen, technical expertise, and engaged program management. The advisors’ ability to liaise with the embassy appropriately, create rapport and trust with senior PCC police officials, and integrate his/her work with ongoing INL programs will underpin success.



ESSENTIAL DUTIES & RESPONSIBILITIES

• Establish and maintain lines of communication with relevant partner country stakeholders in order to advance APRRP program objectives and U.S. Government peacekeeping objectives to include facilitating meetings and information flows between all parties responsible for the recruitment, generation, training, deployment and sustainment of an FPU.

• Engage with partner country stakeholders to scope current and existing structures and processes for force generation and sustainment, including to the extent possible, budgetary commitment throughout the training cycle.

• Work with the PCC to document current and existing structures and processes for FPU force generation (to include budgeting, planning, and management) of the partner country and identify gaps and opportunities for enhancement.

• Provide recommendations to INL and the host nation on how to improve processes and procedures.

• Consult INL and the host nation regarding processes and way to encourage adoption of revised methods and process to support more rapid deployment procedures.

• Advise senior police officials of the host nation, logistics and deployment managers, training managers, and trainers in pre-deployment planning, administration, and training implementation to build on existing capacity and current processes and assist in the implementation of approved recommendations.

• Liaise with International Police Peacekeeping Operations Support (IPPOS) and mobile training teams regarding implementation of pre-deployment training (PDT) and associated activities in each participating PCC.

• Participate in senior level meetings, seminars, and exercises in the participating countries and elsewhere as directed by INL to provide expert level police peacekeeping input.

• Maintain knowledge of contemporary, professional police operational and management principles, techniques, and issues, which are appropriate for international application.

• Develop and maintain personal contacts with INL program managers (both domestic and overseas), foreign government officials, relevant UN personnel, and community partners to strengthen INL program implementation.

• Successfully complete INL Prep course at Executive Conference and Training Center (ECTC) before deployment to assignment in Africa.

• Assist embassies in conducting Annual End-Use Monitoring (EUM) checklist of any INL APRRP delivered equipment.

• Develop a work plan and performance indicators.

• Assist PCC with developing a force generation procedure manual with performance targets for each element of the generation procedure.

• Other duties as assigned by the INL/CAP Program Officer, Team Lead, and/or the INL/CAP Director/Deputy Director as necessary to achieve the objectives of APRRP and as amended from time-to-time.



QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications
A Bachelor’s Degree from an accredited institution.
A minimum of fifteen (15) years of experience as a sworn civilian law enforcement officer in a law enforcement organization of at least twenty-five (25) personnel and having attained the rank of Lieutenant and/or Captain, equivalent, or higher
A minimum of two (2) years’ experience in personnel and equipment deployment and logistics management.
Previous Experience developing competencies for law enforcement skills that build capacity in a foreign police organization.
One year experience in developing country environments.



Knowledge, Skills and Abilities
Experience assessing and/or managing the organizational structure and operating modalities of a police agency, including making recommendations for improving how the organization functions, in areas such as human resources, recruitment, staffing, and resource deployment.
Excellent oral and written English grammar and communication skills; cultural sensitivity; political and organizational acumen; and interpersonal skills.
Specific to Senegal: Comfortable working in French (at least 3/3 Department of State scale or equivalent). SME must provide certificate of proficiency from accredited testing institution.
Demonstrated initiative, well-developed problem-solving skills, flexibility, receptivity, and creativity in dealing with problems and conflicts.
Ability to work in a fluid environment under challenging circumstances



Preferred
Experience in peacekeeping operations, either with the UN Department for Peacekeeping Operations or in a field-level peacekeeping mission.
Experience working with police peacekeeping doctrine, policy, issues, and training standards.
A minimum of two (2) years’ experience in personnel and equipment deployment and logistics management.
A background in strategic planning or change management.
A background or experience in project or program management.
Three (3) years’ experience working on international police development or reform.
Demonstrated ability to interact with high-level officials (governmental and non-governmental) on behalf of the USG.
Experience working with INL or other USG agencies engaged in foreign assistance and development (e.g. USAID, Department of Justice, Department of Defense).
Experience working with U.S. embassies overseas.
A Master’s Degree or higher from an accredited institution in criminal justice or a related field.



PHYSICAL REQUIREMENTS

Essential and marginal functions may require maintaining physical condition necessary for bending, stooping, sitting, walking or standing for prolonged periods of time.

Work is performed OCONUS, possibly without immediate access to medical care. Must have doctor approved “fit for duty” medical and dental clearance to perform work overseas for a year duration.



WORK ENVIRONMENT

Job is performed in austere environments and assigned to overseas locations where living and working conditions could be remote and uncomfortable, with long hours, exposure to weather, dust and hazardous/harsh condisions.

Daily work also consists of exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system.

Travel required.
