Project Description/Position

We are seeking expressions of interest for a Project Security Manager position for our Strengthening Local Governance for Security and Development Project in El Salvador. This project is to strengthen decentralization and local government capacity in El Salvador in order to increase security and development. This will be done by building a consensus around increased decentralization, enhancing inter-governmental coordination and the use of intermediary institutions, and strengthening the ability of municipalities to plan, pay for, and deliver effective, responsive services in a participatory and accountable manner. The Project will provide targeted, customized, sustainable, and mutually-reinforcing technical assistance to counterparts and partners at the national, intermediary, and municipal levels.


Project Security Manager: The Project Security Manager will support the general and financial management of this Project. S/he will report to and work closely with the COP to make sure that program operations are efficient, effective, high-quality, and compliant with all USAID regulations.


Duties and Responsibilities
Responsible for supervising the selected security contractor’s operations, which will consist of static armed guards.
Reports directly to the Louis Berger Chief of Party (COP) and functionally to the Louis Berger Global Security Advisor (GSA).
Responsible for executing and maintaining the Louis Berger El Salvador project security plan, and for developing Standard Operating Procedures (SOPs), policies, contingency plans and coordinating with the GSA.
Coordinates all daily vehicle movements within the Project Area.
Provides all written deliverables, required SOPs and policies are determined by the COP, USAID and the GSA.
Provides all required daily/weekly/monthly reports to the COP and GSA as required.
Conducts regular liaison meetings with local authorities and security companies providing guard force personnel at office locations.
Manages the development of intelligence, intelligence gathering and dissemination of a weekly incident summary.
Ensures an appropriate initial and ongoing training plan is in effect.
Enforces Rules of Engagement and high standards of discipline and personal behavior.
Monitors GPS tracking system installed on project vehicles
Supervises all project drivers and vehicles.
Carries out logistical tasks as directed by the COP. Required Experience


The successful candidate will have the following:


1. Minimum Skills and Experience
Fluent in verbal and written Spanish
Functional in verbal and written English
A minimum of eight (8) years’ experience in managing commercial security operations in high risk South and Central American countries
A minimum of 10 years’ experience with the police, military or commercial security operations (or a combination thereof).
An understanding of the threats and risks of operating in El Salvador generally and in San Salvador specifically.


2.Preferred Skills
An understanding of the laws of El Salvador as they relate to the use of armed guards.
