Minimum requirements for positions
Minimum 5 years’ experience working in Africa with a minimum of 2 years’ experience working in West Africa.
Minimum 3 years’ experience working with the security sector.
Proposed candidate must be able to read, write and speak both English and French fluently at a DLPT 3/3 or higher level.
Minimum 10 years’ experience working highly detailed projects with demanding responsibilities in complex and politically sensitive environments.
Demonstrated prior experience and ease working with senior-level U.S. and foreign officials and comfortable working and coordinating with other international officials that are working as advisors within the MOD and FAMa.
Demonstrated experience identifying policy or programmatic gaps, providing recommendations for correction or reform action(s), and providing technical expertise in support of the associated implementation efforts.
Demonstrated experience planning and budgeting for current and future requirements; developing and implementing national- level strategic guidance, using strategic guidance to develop defense strategy, policy, directives, and military doctrine.
Demonstrated prior professional experience requiring excellent communications skills, both verbal and written, including helping foreign government with the creation of presentations, talking points, and official documents.
Demonstrated experience in relationship management yielding zero customer complaints.
The Ministry of Defense (MOD) and Armed Forces (FAMa) Advisor provides expert advice and supports the development of sound policies, institutional structures, systems, processes, and effective management methods so that governments can more efficiently and effectively deliver security to citizens.
Travel
Anticipated and expected travel to locations throughout Mali and to Washington, DC meetings.
Positions
4 MOD and FAMa Advisor positions are available to support the following areas:
Strategy and Policy
Advise and assist to develop plans for current and future requirements based on analysis of national-level strategic guidance.
Logistics
Advise and assist to develop and maintain a national logistics plan and approach for providing essential supplies in a timely manner to security forces, and emphasize routine maintenance to better sustain equipment, material and personnel.
Human Resource Management
Advise and assist to develop, implement, and enforce comprehensive, consistent, and transparent policies for human resource management, to include planning, recruitment, employment, career development, and retirement.
Finance Resource Management
Advise and assist to develop plans and processes to budget for current and future requirements based on analysis of national-level strategic guidance.
