Who are we?

The Danish Refugee Council (DRC) and Danish Demining Group (DDG) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries throughout the world, including South Sudan. DRC DDG fulfills its mandate by providing direct assistance to conflict-affected populations, including refugees, internally displaced people and host communities. Under its mandate, the organization focuses on emergency humanitarian response, rehabilitation, post-conflict recovery and humanitarian mine action.

DRC DDG commenced work in South Sudan, formerly Southern Sudan, in 2005 and currently provides expertise in camp coordination and camp management (CCCM), community services, protection and the provision of emergency shelter and non-food items in Unity and Upper Nile states. Activities implemented by DRC DDG are funded by money raised from the Danish public and by project grants from the Danish government and other bilateral and multilateral donors.


About the job

The SA is responsible for the development and implementation of the DRC Risk Management System (RMS) in South Sudan, in close cooperation with Senior Management and Safety Focal Points, for both DRC and Danish Demining Group (DDG) programmes. The SA will report to the DRC DDG Country Director, with a technical reporting line to the Global Safety Adviser in Copenhagen HQ

Duties and Responsibilities

In accordance with DRC Safety policy, the SA will:


Undertake and support others to undertake Safety Risk Assessments (SRAs) and support the implementation of mitigation measures


Manage the Safety Level System (SLS) for the programmes and ensure they submit accurate and timely SLS assessments


Lead the development and production of contextualized risk management policies, protocols and procedures in close collaboration with field teams and management.


Facilitate programme access and continuity through the provision of timely, quality and informed advice


Manage safety related information and provide regular analysis and reporting through situation reports and advisories


Maintain relevant safety documentation, data and records (training register, incident tracking, maps, etc.)


Produce daily, weekly and monthly safety information (including daily updates, weekly summaries and monthly trend analysis)


Develop, support and facilitate/deliver safety-related training


Mentor and provide technical supervision to DRC and DDG Security Focal Points and other staff with safety management responsibilities, including guards, radio room and national Security Manager.


Coordinate the Crisis Management Team (CMT), and support programme Incident Management Teams (IMTs)


Carry out quality control and compliance audits of safety-related policies, protocols, procedures and regulations, including MOSS audits


Work with Team Leaders and the Grants manager to ensure that safety is adequately budgeted for, and to support proposal development and donor reporting requirements where applicable


Represent DRC and DDG at inter-agency fora


Act as the focal point for the procurement of safety-related equipment, facilities and other resources


Act as a member of the country Senior Management Team


Any other duties as directed by the DRC DDG Country Director who has the lead on Safety for DRC DDG in South Sudan

About you

To be successful in this role you must have:


University or higher degree in relevant discipline


At least 3 years’ experience working with NGOs and/or international agencies on similar duties


Previous experience working in sensitive security/conflict environments is essential.


INGO Security Management Experience with a proven ability to develop and implement effective and contextualized protocols and systems


Ability to provide conflict analysis (written)


Proven experience with delivering safety-related training to both national and international staff members


Proven ability to prioritize tasks and meet deadlines under pressure


Proven networking and relationship building skills.


Analytical and communication skills for: the analysis of context and management acceptance; the development and implementation of Standard Operating Procedures and related documentation.


Demonstrable Monitoring and Evaluation skills for a dynamic safety and security environment.


Ability to assess and coordinate an effective decision making for response under pressure and at very short notice.


Ability to develop and deliver relevant trainings to mixed ability groups sometimes through translators.


Computer literate, able to use all common software packages.


Be able to diffuse tensions and remain calm at all times and particularly following an incident


Be sensitive to DRC’s values.


Be able to encourage, motivate and guide team members to approach safety and security issues with confidence especially during crises.


Be able to communicate effectively across DRC’s management structures.


Be flexible to travel at short notice to difficult and risky areas.


Proven ability to work effectively with minimal supervision


Stable and robust character, team-player with a good sense of humour


Excellent communication skills, and fluent in written and spoken English

We offer

DRC will offer the successful applicant a 12 month contract renewable dependent on both funding and performance. You must be available to start work immediately. The position is at A12 in DRC’s salary scale.
