The PME Advisor will function as the Defense Transformation Team subject matter expert in transforming the current Georgian Armed Forces’ military professional development system. Advisor will serve as the principle point of contact for senior military and civilian leadership from Ministry of Defense, General Staff and the Training and Military Education Command concerning the execution of PME requirements. Duties will require development and implementation of policies and procedures to support a comprehensive professional military education (PME) system with an initial focus on the intermediate grade programs of instruction.
Responsibilities will support the development and institutionalization of a holistic PME system for the Georgian Armed Forces (GAF), including the integration of evolving Georgian Armed Forces (GAF) doctrine and human resource management programs. The individual must work at all levels within the GAF in order to assess existing PME curricula, provide recommendations to enhance these programs of instruction and ensure career development models for all branches are sequential and progressive in building the knowledge and skills required to support GAF requirements.
Primary duties will include the review and refinement of institutional training programs of instruction for GAF leaders from the basic to intermediate grade levels for all branches. Individual will assist in implementing modern curricula development and evaluation processes similar to the U.S. ADDIE methodology consistent with GAF-tailored doctrine. Duties will include programs to develop Georgian faculty members to develop, present and assess instructional materials. Requirements will include the development of recommendations that integrate modern training technologies to enhance PME curricula. While the primary focus of effort will be on officer programs, work with NCO PME courses may also be required.
Work will require a comprehensive background in all aspects of PME development, including the preparation of policies, procedures and implementing plans to support system institutionalization consistent with western and NATO norms. Primary duties will involve routine interaction at all levels within the GAF, from Ministry/Joint Staff level with respect to policy and resource issues to support to the Training and Military Education Command in implementing required programs. Work will also be required in developing faculty development programs to ensure PME programs can be sustained to standard, to include periodic curricula review and evaluation programs.

1. Analyze GAF PME courses against ADDIE-based principles to identify required changes.
2. Interact effectively with Georgian counterparts in tailoring programs of instruction to meet ADDIE-based standards.
3. Conceptualize and deliver practical and tailored PME products based on proven human resource and professional development principles.
4. Develop and prepare briefings and presentations to communicate information, inform counterparts and mentor Georgian faculty members on information relevant to PME matters.
5. Demonstrate maturity and patience in the execution of assigned responsibilities.
6. Candidate must have current SECRET or above security clearance or be qualified to receive a clearance subject to USG investigation.
MINIMUM JOB REQUIREMENTS
Preference will be given to a former combat arms officer at the 05/06 rank with extensive Division and below experience. CGSC-level graduate is required with SSC highly desirable. A Masters’ Degree in education-related field is desirable. Candidate must have experience in the development of educational curricula and be familiar with ADDIE either while on active duty or as contractor following retirement. Selected candidate must have demonstrated written and oral presentation skills and capability to interact effectively with senior GAF and civilian officials.
