In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.
• Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. Org. Setting and Reporting
This temporary position is located in the Team of International Experts on the events in Kasai (DRC) of the Office of the High Commissioner for Human Rights (OHCHR) and based in Kananga. The incumbent reports directly to the Coordinator of the Team of International Experts and to the Senior Security Manager in OHCHR Geneva through the Field Safety and Security Coordinator. Functional responsibility for security rests with the Coordinator of the Team of International Experts supported by the OHCHR Safety and Security Section.
This temporary position is located in the Team of International Experts on the events in Kasai (DRC) of the Office of the High Commissioner for Human Rights (OHCHR) and based in Kananga. The incumbent reports directly to the Coordinator of the Team of International Experts and to the Senior Security Manager in OHCHR Geneva through the Field Safety and Security Coordinator. Functional responsibility for security rests with the Coordinator of the Team of International Experts supported by the OHCHR Safety and Security Section.
Responsibilities
Review and monitor the situation in Democratic Republic of Congo in general and Kasai province in particular with specific regard as to how it relates or may have an impact on the activities of the Team of International Experts in the region;
Advise the International Experts and the Coordinator with regard to all security-related matters and develop tactics, techniques and procedures in accordance with the provisions of the UN Security Management System for the safe conduct of all the activities of the Team of International Experts with special focus on field missions;
Arrange all security aspects of visits by the International Experts and the secretariat members of the Team of International Experts as necessary;
In the context of field visits, ensure continuous mission tracking, whereas he/she is directly involved or by remotely monitoring the movement of mission staff;
Prepare Security Risk Management for all the locations where the Team of International Experts will operate and for each mission separately;
Ensure that the Team of International Experts reaches and maintains full Minimum Operating Security Standards (MOSS), as established for each location in the country of mission, in all of its’ activities;
Make sure that mission staff and drivers engaged in driving UN vehicles or rented vehicles for official purposes are fully trained in safe driving procedures;
Establish working relationship with all other security elements of the UN Security Management System to ensure maximum security coordination;
Ensure availability, compatibility for each place and proper functioning of security-related communication systems during field missions;
Be familiar with the all the duty station´s emergency/contingency plans (Security plan, MEDEVAC/CASEVAC, etc) and Warden system;
Work closely with UN DSS and UN Stabilization Mission in the DR Congo (MONUSCO) security apparatus while performing the above tasks;
Ensure inclusion and/or participation in all security information dissemination forums (Security Cell meetings) and mechanisms (SMS or E-mail broadcasts);
If so requested by the Coordinator, attend Security Management Team meetings, as observer;
Participate in relevant team meetings and the lessons learned exercise at the end of the Team’s work, and
All other security-related duties as assigned by the supervisors.

Advanced university degree (Master's degree or equivalent) in security management, business administration, political/social science, psychology, international relations or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma or certification from a national police or military academy at officer level. Specialized UN Security training would be an asset.Work Experience
A minimum of five (5) years of progressively responsible experience in military, police, security management, preferably in the police or military context or related area is required. Out of these, three (3) years of experience working in the field, preferably within UN Security Management system, and knowledge of the DR Congo and the region are desirable. Experience in the area of human rights or international humanitarian law is also desirable.Languages
