The Department of Safety and Security is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the programmes and activities of the United Nations System. The position is located in the Security and Safety Service (SSS), Department of Safety and Security (DSS) in Addis Ababa, Ethiopia. The incumbent reports to the Chief, Security & Safety Section.Responsibilities
Under the general supervision of the Chief SSS and within limits of delegated authority, the incumbent is responsible for the following duties:
1. Directs, manages and administers security and safety operations at UNECA, Addis Ababa, and associated UN properties.
2. Prepares draft of security plans for the UNECA premises and associated UN properties, including all aspects related to elaboration, development, implementation and updating of the plan.
3. Maintains an ongoing review of operational plans, with modifications, as situations, issues and/or incidents dictate;
4. Analyses security and safety trends and developments as they relate to the threats and risks to all UN staff and associated UN properties, and presents proposals for improved policies, procedures, techniques and equipment to be implemented or used on the UNECA premises and associated UN properties.
5. Responsible for the development of all crisis management and contingency plans in case of emergency.
6. Develops, implements and maintains defensive measures to mitigate/forestall all possible breaches of security.
7. Ensures the strategic planning and implementation of projects and reports on current issues related such projects.
8. Oversees the preparation and management of the budget of the service.
9. Oversees procurement arrangement and contract activities of the service.
Defines and maintains a reporting system communicating relevant information to appropriate levels.
10. Ensures the effective management of human resources and develop strategies for deployment of manpower.
11. Oversees the recruitment, promotion and placement processes and makes recommendations to improve their effectiveness.
12. Defines and analyses training needs, proposes training programs and oversees the elaboration of training manuals.
13. Investigates security-related incidents involving UN staff members, project personnel or eligible dependent;
14. Provides an ongoing liaison programmes with UN member states and Host Country law enforcement on security matters;
15. Leads working groups on security and development projects, and provides UN organizations with advice on security and related technical matters.
16. Also temporarily performs the tasks of the Assistant Chief in the absence of the latter.
17. Performs any other duties as requested.Competencies

A minimum of five years of progressively responsible experience in security, risk or disaster-management in the public or private sectors, such as national security, military or police or in a corporate security environment is required. Command or management experience in the public or private or corporate sector is required. Field experience in Security Management System within the United Nations or similar International Organizations is desirable. Experience in the management of security and safety services within the United Nations system or similar international organization is desirable.Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.Assessment
