Appointment against this position is limited to the United Nations Assistance to the Khmer Rouge Trials (UNAKRT). Duration of initial appointment is contingent upon availability of funds. Further extensions are also contingent upon availability of funds and the mandate of UNAKRT.

Org. Setting and Reporting

Under the applicable law, and in accordance with the terms of the Agreement between the United Nations and the Royal Government of Cambodia, the Extraordinary Chambers in the Courts of Cambodia (ECCC) has jurisdiction to try senior leaders and those who were most responsible for the crimes and serious violations of Cambodian penal law, international humanitarian law and custom, and international conventions recognized by Cambodia, during the period of the Khmer Rouge regime from 17 April 1975 to 6 January 1979.While the ECCC is established as a national Court, the Royal Government of Cambodia sought the technical assistance of the United Nations in operating the court. In Resolution A/57/228 and A/57/228B, the General Assembly approved the involvement of the United Nations and endorsed the agreement outlining the arrangements between the two parties.

The United Nations Assistance to the Khmer Rouge Trials (UNAKRT) was established in 2005 to provide on-going technical, operational and logistical support to the Royal Government of Cambodia in all aspect of the Court's operations This position is located in the Security and Safety Section. Under the overall supervision of the Coordinator, and under the technical supervision of the UN Department of Safety and Security (UNDSS) in close consultation with the UN's Designated Official for Cambodia, as laid down in the Supplementary Agreement between United Nations and the Royal Government of Cambodia (RGC) on Safety and Security Arrangements, the incumbent will be responsible for the following duties:

• Establishment, management and direction of (i) security arrangements within the premises and (ii) close protection arrangements, as necessary, for international personnel;
• Ensuring compliance by all international personnel with the terms of the supplementary agreement and with security policies and procedures established and standards issued under it.
• Establishing policies and procedures for the conduct of security operations so as to ensure internal security of the premises and close protection of international personnel;
• Monitoring the implementation of these policies and procedures;
• Issuing necessary directions to ensure these policies and procedures are observed.
• Leading, planning and coordinating the activities of the Security and Safety Section (SSS) with particular regard to physical and personal security, field safety,information assurance, internal investigations and all aspects of security guard force management; define and manage the risk posture of the project;
• Providing authoritative and holistic security and safety advice;
• Developing well defined security risk assessments (SRA) of local security conditions that may impact the assistance project to include detailed and cogent analytical assessments, personal SRA's and the application of close protection resources for international personnel in line with the established UNDSS methodology; ensure effective and efficient security and safety training is provided to all international staff in line with the Country Security Plan;
• Ensuring that the SSS is adequately supervised, governed, resourced, trained and operationally fit for its mandated purpose, including the provision of all necessary security induction, refresher and specialist training programmes as required;
• Acting as Certifying Officer with responsibility of all delegated SSS accounts and expenditures in line with UN financial regulations and rules;

An advanced university degree (Masters Degree or equivalent) in law, criminal justice, public/business administration, social/political science or security management. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of an advanced university degree.

Work Experience

A minimum of 7 years of progressively responsible professional experience in security, police or military service with extensive command or leadership experience is required. Of these, at least two years of international exposure in a managerial capacity is required. Experience with a UN Agency, Fund or Programme in the field of security is an asset.

Languages

English and French are the official languages of the UN Secretariat. For this post fluency in written and spoken English is required. Knowledge of French is an advantage.

Assessment
