Head of Protect and Prepare Unit

Job description
The Home Office defends the country against terrorism, secures our borders and controls immigration, and enables the police and fire service to work with local communities to fight crime and protect the vulnerable. We lead some of the most high-profile areas in Whitehall. Home Office issues are at the heart of the Government's agenda and will be central to the negotiations for exiting the European Union.

Within OSCT, the unit develops government strategy to strengthen our protection against a terrorist attack in the UK and our interests overseas, and so reduce our vulnerability; and to mitigate the impact of a terrorist incident if it occurs. This includes work to bring a terrorist attack to an end rapidly, and to recover from its aftermath. The unit coordinates activity across a range of
Whitehall, law enforcement and intelligence partners as well as overseas governments and industry and delivers elements of the strategy directly.

The unit consists of 3 teams: Protect; Prepare; and Overseas Protect and Prepare.

The unit works across Whitehall, with the Royal Household, and with the Police as well as a wide range of external partners including the Security and Intelligence Agencies and overseas governments.

Key responsibilities
• Oversight of the UK's readiness for, and plan to respond to, a major terrorist attack in the UK.

• development of a capacity and capability programme in overseas locations with high numbers of British tourists.

• protection arrangements for the high-profile individuals.

• Running the UK's exercising programme to test how different elements of the UK system (government and agencies) would respond in the event of a terrorist attack.

• Leadership across a diverse system; influencing a range of partners, with competing objectives, so that national security issues are appropriately reflected in the development of policy and operational activity.

This is a fast paced role with an agenda that receives significant focus from Ministers and senior officials. The unit has 46 staff including a joint HO/FCO team and a programme budget of c£25m pa. You will also have policy responsibility for delivery of a major funding uplift (£144m) to UK armed policing, resulting in additional police officers by 2018; and policy responsibility for more than £135.9m of grants to the police for protection commitments.

ESSENTIAL CRITERIA
• Proven leadership abilities, creating an effective team culture, providing direction on key policies, prioritising and managing resources. To develop talent and play a key role in the leadership of the team of the Directorate. The successful candidate will also need to show effective line management skills to develop and support those that work directly to this post.

• Demonstrated systems leadership across a public sector environment.

• Communication and influencing abilities to create strong relationships with stakeholders, to listen to them, challenge them and conduct business with them, and to effectively advise Ministers and senior officials.

• Creative policy development skills and judgement, demonstrating ability to generate robust, innovative and balanced policies on complex issues, that will stand up to scrutiny.

• Flexibility, given the high profile nature of the work of this team, adaptability to meet new demands will be an important skill.

• The successful candidate must hold Developed Vetting (DV) security clearance or be willing to undertake DV clearance.

DESIRABLE CRITERIA
• Experience of working in government, law enforcement or intelligence would assist any candidate in making an impact more quickly.
