Context:
Under the overall supervision of the Chief of Mission, direct supervision of the Head of Staff and Security Unit (SSU) Somalia, and in consultation with the DDR Coordinator, the incumbent will assist in the implementation of safety and security policies and guidelines, programs and measures with a specific focus (but not limited to) on Disarmament, Demobilization and Reintegration (DDR) programme activities primarily in Kismayo and Baidoa.
The position will be situated at the CTG office in Kismayo (Somalia), with regular travel to programme sites throughout Somalia. In particular, the successful candidate will have primary responsibility for the day-to-day implementation of safety and security measures at the Kismayo Transition Centre, Youth Centre and CTG office. Secondary responsibilities will cover general safety and security tasks that cover Somalia Mission activities in the Jubbaland area. Under the guidance of the Head SSU and DDR Coordinator, the successful candidate will also act as the safety and security focal point for all DDR activities across Somalia. Additionally, the incumbent will be responsible for the planning, coordination, monitoring and evaluation of all technical and specialized security operations and processes related to the safety and security of staff and assets at multiple organizational levels. He/she will assist in the implementation of safety and security policies and guidelines, programs and measures.
Core Functions / Responsibilities:
1. Monitor and evaluate the performance of the facility guards at the Kismayo Transition Centre, Youth Centre and CTG Office. This will include (but not limited to) facility entry and exit search procedures, fire control, first aid procedures, use of equipment and operation of the automated alarm and video surveillance systems if installed.
2. Act as the focal point for security coordination and information sharing for the Kismayo male Transition Centre, Youth Centre and CTG/ Office, and between the relevant actors/stakeholders with all CTG South Central Somalia sub–offices/project offices.
3. Act as the focal point for security coordination and information sharing for the Kismayo and Baidoa female Transition Centers (with dependents), taking particular attention to the specific safety and security concerns of women and children, and immediately report any issues or concerns to the Chief of Mission, DDR Coordinator and FSO.
4. In communication with the local authorities, and in consultation with other security actors, monitor, analyze, and report the evolving security situation in South-Central Somalia with a specific focus on events having a direct or indirect impact on DDR activities.
5. Report security and emergency information and incidents without delay to the relevant supervisors and by using prescribed reporting forms and modalities.
6. Organises, coordinates and conducts the monthly DDR Risk Management meetings, maintains a secure record of proceedings, reviews and updates to risk-management matrix, and advised the Chief of Mission, DDR Coordinator and FSO on the identification and mitigation of risk.
7. Circulate security notices, alerts and guidance to CTG Kismayo/DDR Somalia staff members.
8. In collaboration with the FSO, conduct physical security surveys of offices, security protocols, vehicles and staff residences to ensure compliance to security policies and guidelines. Take an active role in the development and implementation of evacuation/emergency security plans in coordination with the SSU and UNDSS.
9. Assists in the formulation of the goals and objectives of the Staff Security Unit and ensures that these are accomplished in accordance with established procedures, priorities and time limitations
10. Plan, organize, coordinate and conduct security briefings and other security training as may be required.
11. Maintain an orderly filing system for all security documents, and an updated security GIS.
12. Supports in investigations and reports security breaches/incidents within the unit’s mandates to the Chief of Mission, DDR Coordinator and FSO, while ensuring strict confidentiality.
13. Control and track SSU assets and, where necessary the issuance and return of those assets; ensure there is proper maintenance of SSU assets.
14. Develop a solid understanding of the UNDSS security management system and keep abreast of all changes and developments as they occur.

Required Qualifications and Experience Education
The incumbent is expected to demonstrate the following qualification and experience:
1. University Degree in Security or related studies, supplemented by courses/diploma in security training and or certified graduation from military/police academy with two years of related experience or Master/equivalent higher degree.

2. Management/supervisory experience in the field of security/military/police operations with at least 2 years relevant experience with UNDSS or in an international organization.
3. Experience in developing security plans, conducting incident investigations and reporting a must.
4. Training in emergency and disaster response is an added advantage.
5. Good political and social knowledge of the country.
6. Computer literacy with a high degree of proficiency in commonly used applications such as Word, PowerPoint and Excel is required.
7. The ability to work in a multi-cultural environment with others with diverse professional backgrounds is required. The ability to handle a heavy workload efficiently with minimal supervision and understanding the importance of close teamwork is highly regarded. In security/emergency services dedication to one’s duty is paramount and flexibility and commitment to these duties in an emergency will be expected and appreciated.
