Job Summary

The Health, Safety & Environment Manager (HSSM) is part of the Programme Management group which is the senior leadership team of the Programme Management Consultant.
The HSSM will develop and supervise a team of HSS discipline staff (environmental manager, project-specific safety managers and on-site safety inspectors.)
The HSSM is responsible for programme-wide implementation of the OHSAS/ISO certified integrated management systems of AECOM SA.
The HSSM will report to the Project Director.

Duties and Responsibilities:

Develop, review, implement and undertake an audit, inspection & training regime, to assess and ensure the effectiveness of the Main Contractors Health, Safety & Security Plans and their associated processes.


Drive an overall strategy that assists, establishes and ensures the implementation of Health, Safety & Security Practices for the corporate/project activities, which comply with international standards, national, regional and local laws, company systems and the client’s requirements.


Developing and implementing Health, Safety and Environmental Management Systems compliant with AECOM SA OHSAS 18001 and ISO 14001 certified systems.


Developing and implementing management strategies, systems, procedures and guidelines for internal and external clients.


Ensuring that HSS staff provide professional reports to senior management throughout the project lifecycle.


Confirming HSS staff review project agreements/contracts/sub contracts and understand the HSS requirements.


Confirming that appropriate internal and external HSS processes and procedures are in place, that they are effective and that AECOM standards are being followed.


Managing the HSS staff including the planning, hiring, developing, mentoring, leading and retention of staff.


Overseeing contract level HSS systems implementation throughout the tender, execution and closeout stages of contracts.


Leading the assessment and reporting for near-misses and incidents.


Oversight of HSS reporting by sub-contractors / sub-consultants to achieve timely reporting at the appropriate level of detail.

Minimum Requirements

Experience:


Minimum 7 years of experience in HSS discipline.


Minimum 5 years of experience in a leadership position overseeing HSS and other personnel on major projects or programmes.


Minimum 3 years of experience on major infrastructure programme during construction phase.


Minimum 3 years of experience in the employ of an engineering consulting firm.

Specific Skills required:


Defining and coordinating the health, safety and security requirements across multiple contractors.


Providing safety advice, direction and information to Clients, Designers & Project Management.

Personality Attributes:


Team leader / decision maker – ability to identify skill gaps in team members and implement appropriate development.


Focused on programme delivery – attention to detail and quality with a capacity to work under pressure and meet deadlines.


Empathy towards staff and colleagues – collaborative management style.

Additional Comments:


Eligibility to work in Ghana (due to nationality or work permit) is an advantage.


Experience working in HSS within AECOM EMEA+I is an advantage.

Preferred Qualifications


Minimum BTech in a related field, e.g. engineering, public health, health science, occupational safety, occupational health science).


IRCA: Lead Auditor OHSAS 18001.


Member of professional organisation in HSS.
