Proposal Objective
DFID is providing £17 Million under the Caribbean Anti-Corruption Programme (CACP) to increase state accountability and to combat corruption and organised crime across the region. CACP builds on the success and results of three previous programmes: The Jamaican Constabulary Force (JCF) Accountability Programme which ended in March 2015, the Caribbean Criminal Assets Recovery Programme (CCARP) which ended in November 2015, and the Eastern Caribbean Financial Investigations Advisory Team (ECFIAT) which ended in 2012.
The purpose of the summative, theory-based evaluation is to better understand what outcomes are being achieved under DFID’s support to anticorruption programming in the Caribbean, the contribution of these outcomes to impact, and the contextual variables that influence these outcomes.
Position Description
SI is seeking a Jamaican security sector specialist to advise on appropriate context, as well as the selection and development of the design and tools, data collection and analysis, and contribute to the final report. The specialist will also lead on aspects of management of evaluation.
The period of performance will be over 17 months, starting early 2017.
**Please note: This is a locally based position, only candidates with Jamaican citizenship will be considered.
Responsibilities
Assists in the development of tools, data collection, and analysis.
Provides Jamaican security sector context to the evaluation.
Contributes to the final report.
Qualifications
Master’s degree + 12 years of relevant experience or Ph.D. + eight years of relevant experience.
Expertise in Jamaican security sector and an understanding of research and evaluation.
Experience assisting in evaluations for DFID, or other multilateral donors.
]Excellent English technical writing and presentation skills.
