Job Description:
The US has a requirement to organize, man, equip, and train Special Infantry units for the Afghan National Defense Security Forces (ANDSF). This Special Infantry organization is an elite, highly mobile, light Infantry unit that specializes in assaults on conventional targets throughout Afghanistan. The Battalion S1 Mentor will ensure the all duties and responsibilities are executed in a timely manner as per the assigned Statement of Work.
The Battalion S1 Trainer interfaces on a daily basis with the on-site US Commander.
The S1 Trainer participates in meetings and conferences as directed by the appointed the SITP Program Manager, Deputy Program Manager and/or Technical Oversight Representative (TOR)/ Quality Assurance Representative (QAR).
The S1 Trainer works independently and reports to the SITP Program Manager located on Camp Scorpion, Afghanistan.
Location: Kabul, Afghanistan (Camp Scorpion)
Required Hours: Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training six (6) days per week for up to twelve (12) hours per day while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites. Occasional surges in effort may be required to meet training requirements.
Responsibilities:
·The S1 Trainer shall advise the Ktah Khas Battalion Personnel Officer and primary staff personnel on the following tasks:
·Conduct Personnel Readiness Management; Conduct Replacement Operations; Provide Career Management; Provide Personnel Information Management; Perform Personnel Data Management; Maintain Personnel Records; Conduct Personnel Accounting and Strength Reporting; Provide Personnel Services: Conduct Casualty Operations; Perform Essential Personnel Services; Provide Identification Documents; Operate Award and Recognition Programs; Provide Personnel Promotion and Reductions Support; Control Personnel Evaluations; and Operate Leave and Pass Program.
·Conduct Line of Duty Investigations; Provide Personnel Support; Conduct Retention Support/ Separation Support; Morale, Welfare, and Recreation (MWR) support; Alcohol and Drug Abuse Prevention and Control; Equal Opportunity; Conduct HR Planning and Staff Operations; Perform Coordinating Staff Operations; Perform Pay Services; Process Pay Roll data with supporting documentation; Conduct pay adjustments for personnel who went AWOL or deserted; Request Bank of Kabul ID Card for Soldiers/ authorized surviving dependents; and Enroll personnel in EFT.
·The S1 Trainer shall advise their counterpart on how to perform Personnel Services and Support, Personnel Accountability, and Strength Reporting
-The S1 Trainer shall provide daily Battalion personnel Statistics (PERSTAT) reports to TF-SOAG as specified or as needed. The daily PERSTAT can be gathered directly from the Battalion S1 and should be revalidated against the personnel accountability inventories (PAIs) whenever feasible
-The Battalion S1 should familiar with recruitment and retention operations, strength management, and financial operations
Required Qualifications:
·Possess a background in U.S. Military Personnel Management, served as an E7/O-3 or higher, served as a Battalion S1, and has deployed operational experience in support of the Global War on Terrorism (GWOT), with a minimum of 12 months experience in Afghanistan preferred.
·Special Operations experience and served as a personnel manager, service or government role equivalent.
·Possess the ability to provide training support as necessary to cover all areas personnel management disciplines applicable for Battalion sustainable capabilities,
·Special Operations experience is highly desired.
·Superb leadership and management skills.
·Able to clearly communicate in a timely manner both verbally and written.
·Able to resolve workplace conflict management.
·Willing to travel and routinely meet with senior Resolute Support (RS) and ANDSF leaders.
·Must possess or qualify for a Secret clearance.
·Knowledgeable in all aspects of training development, management, and operations.
·Experience with POI refinement and development.
·Team player -- must be able to professionally interact and work with team members and senior US military/coalition military advisors and Afghan ANDSF leaders and students.
·Detail-oriented with the ability to work under challenging deadlines.
·Possess knowledge and technical expertise with Microsoft Office (PowerPoint, Word, and Excel).
Desired Qualifications:
·Familiar with relationships between NSOCC-A, CSTC-A, and the ANSDF.
·Previous experience training and advising foreign military soldiers.
Physical Requirements/Working Environment
·Include but are not limited to the wear of body armor and helmet Personal Protective Gear, unassisted lifting and carrying of duffle bags not exceed the weight of 70 lbs per piece, and the unassisted movement over uneven terrain.
·Must be willing to work and live in Afghanistan with an understanding that there could be further assignments to any location in Afghanistan based upon the needs of the U.S. Government, to include hostile and austere areas.
·Must be able to attend and pass USG deployment requirements at CONUS Replacement Center (CRC), Fort Bliss, Texas or equivalent location.
·Must meet the medical requirements for the position being offered as determined by a pre-employment medical screening and in accordance with published CRC and USCENTCOM medical deployment standards.
·Must be able to walk or stand on level and/or inclined surfaces up to eight (8) hours per day and sit for up to three (3) hours per day.
·Must be able to routinely climb / descend stairs.
·Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows / knees, and reach above / below shoulders.
·Must be able to read and interpret newspaper and typewritten print.
·Must be able to communicate by voice and detect sound by ear.
·Employee will be required to work and live in a potentially hostile environment, at remote locations, and under austere conditions.
·May be required to respond to a wide variety of operational circumstances, under extreme weather conditions, within a hostile environment.
·May be exposed to extreme noise from aircraft, hostile fire, and other acts of aggression associated with this region.
·Contractor personnel shall comply with all theater command policies, regulations, and General Orders. All tours are unaccompanied
