Location: Myanmar
(Based in Yangon, starting in March 2017)
The primary task of the Security Sector Adviser will be to help the parties prepare for and reach agreement on matters relating to security sector development within the political dialogue and support long-term national security planning and transition. Working under the direction of the Country Representative, the Security Sector Adviser will specifically:
· Provide technical inputs to the conflict parties (Government, Myanmar military, ethnic armed organisations, and political parties) on SSD/DDR topics, including international perspectives, fundamental concepts, good practice models and key characteristics of security sector development
· Lead on the delivery of seminars, roundtables and awareness training on these topics, as well as the preparation of short issue papers or written technical advice
· Provide support to the thematic working committees in the Political Dialogue on security sector issues.
· Identify and evaluate security sector development needs in Myanmar, and develop recommendations
· Advise and support to the stakeholders on the sequencing and content of national security planning and security sector development in Myanmar.
· Coordinate and collaborate with local actors and international stakeholders working
· Be a source for key reference materials for the parties
In addition, the Security Sector Adviser will provide advice to the parties, as well as the HD Centre Team, on means of de-escalating levels of violence, including the effective implementation of ceasefire agreements.
The successful candidate should have the following attributes:
- familiarity with military affairs, ideally through prior military experience;
- extensive practical experience in SSD/DDR programme design, planning and implementation;
- operational experience implementing ceasefires;
- thorough technical understanding of best practice in ceasefire monitoring and DDR/SSR/SSD and military integration options;
- experience working with state armed forces, especially on security sector development;
- experience working with non-state armed groups, particularly in the context of DDR and military integration;
- ability to draw on existing networks in the international community of ceasefire and SSR/DDR experts;
- excellent interpersonal and organisational skills;
- adaptability to difficult environments;
- strong attention to detail;
- technical drafting skills;
- ability to work on multiple tasks, and to deliver results under pressure;
- political and cultural sensitivity.
